    Medical Assistance Program Specialist 3 (MAPS3/MPD)


    Join us and directly contribute to fulfilling HCA' s mission by managing Behavioral Health-Administrative Service Organization (BH-ASO) contracts and providing expert consultation on publicly funded, recovery-oriented behavioral health treatment.

    As a pivotal member of our team, you'll analyze bills, assist with constituent calls, and represent HCA with state agencies, ensuring seamless cross-system coordination at both state and local levels.

    Your expertise will be crucial in maintaining efficient operations and supporting our commitment to quality care.

    About the division:


    The Mission of the Medicaid Programs Division (MPD) in the HCA is to provide high quality administrative services to assist in the purchase and delivery of medical assistance program services to clients and members.

    MPD works across the agency and in partnership with the health care community and community stakeholders to develop and manage high-quality, evidence-based health care programs and purchase services that enhance Medicaid enrollees' ability to access appropriate, quality health care.

    Staff in the Strategic Design and Program Oversight (SDPO) Section Behavioral Health (BH) support services that are provided through an integrated system of care for children and adults with substance use disorders and/or mental illness that are enrolled in the Washington State Medicaid system or are low-income eligible.

    BH services are provided by Behavioral Health-Administrative Services Organizations (BH-ASO) for community-based outpatient behavioral health services, substance use disorder residential care, crisis response services, crisis services, and community psychiatric hospitalization services for low-income individuals and to provide non-Medicaid services within available resources using state and federal block grant funds.


    About the position:
    This position reports to the Unit Supervisor in the SDPO. This position directly contributes to meeting the mission of HCA/SDPO by providing contract management for our BH-ASO contracts.

    This position serves as subject matter expert on the delivery of publicly funded and recovery-oriented behavioral health treatment to provide clinical consultation to leadership in a variety of manners, such as: bill analysis, assisting with constituent calls, and representing HCA with other state agencies.

    The key areas of subject matter expertise this position provides include:
    the behavioral health crisis system, contract elements related to the Trueblood Settlement, and community behavioral health services.

    This position is responsible for assisting leadership at HCA/SDPO and key system partners such as behavioral health contractors, county officials, managed care organizations, state-wide court systems, to maintain cross-system coordination at the state and local levels that supports efficient and effective operations.

    This position is eligible to telework full-time, but may be required to report on-site to meet business needs.

    The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington.

    Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

    Some of what you will do:

    • Direct development and oversight and daily management of Behavioral Health Administrative Service Organization contracts and program policies and procedures in subject matter expert areas. Duties include making policy/procedure and contract updates related to legislative and WAC changes that may be needed, most specifically including around the Trueblood Settlement and MRSS.
    • Provide contract management and contract development including streamlining and coordination within the MPD team to influence and create consistency across our delivery system programs, implementing delivery system changes where needed.
    • Support the process of streamlining and coordination of contracts within the MPD team and across HCA to develop efficient practices, ensure clarity, and reduce duplication.
    • Provide consultative expertise to MPD executive leadership, other HCA sections, community partners, and system partners, including providing training and technical assistance related to Trueblood and MRSS implementation.
    • Work across the agency to ensure collaborate relationships specifically around SME areas, including but not limited to Trueblood and MRSS.
    • Provide support, effectively and professionally by representing HCA in work with the BH-ASOs and other community stakeholders, communicate HCA/MPD vision, and collaborate with the behavioral health team to effectively manage contracts with the BH-ASO's.
    • Provides expert technical assistance and consultation to contractors supporting compliance with federal and state regulations related to service delivery.
    • Ensure programs are consistent with internal and external program and policy requirements (e.g., federal government requirements under the Balanced Budget Act, Public Disclosure and HIPAA), review behavioral health and care coordination programs for conformance to policies and objectives.
    • Work to implement strategic plan efforts within the MPD section, as plans fit into the larger HCA strategic plan framework, to improve team efficiency, contractor accountability, and client outcomes.
    • Conduct comprehensive analysis of legislative bills, participate in the development of WAC and other administrative rules.
    • Assist with implementation of administrative and programmatic changes prompted by legislation and rule change at the state and federal level,
    • Support the delivery of high quality and recovery oriented behavioral health care in Washington state.
    • Provide clinical expertise and an in-depth understanding of the delivery of public behavioral health care, particularly around the SOC grant and MRSS, within HCA and to other state agencies via participation in workgroups and committees, case staffing meetings, and other partnership opportunities.
    • Promote recovery-oriented treatment models and values.
    • Liaison with the Department of Health's Behavioral Health Licensing and Certification unit and the Department of Social and Health Services administrations and other agencies and administrations as needed.

    Required qualifications:
    Qualifying candidates will meet one of the following criteria options:


    Option 1:

    • A master's degree in social work, health or social science, public administration or a related field and experience in planning, administering, developing, or delivering public mental health services.

    AND

    • Three (3) years supervisory or consultative experience in the administration of behavioral health programs and services, with additional direct service clinical experience.

    Option 2:

    • A bachelor's degree in social work, health or social science, public administration or a related field and experience in planning, administering, developing, or delivering public mental health services.

    AND

    • Five (5) years of the experience listed above

    Option 3:

    • An associate degree.

    AND

    • Seven (7) years of the experience listed above

    Option 4:

    • One (1) year as a Medical Assistance Program Specialist 2

    Knowledge, Skills, and Abilities:

    • Knowledge of public mental health services system including program management principles and models of care, national and local trends in care and practice of managed care and other service delivery models.
    • Knowledge of the statewide crisis system, designated crisis responder role and activities, and how the crisis system interacts with law enforcement.
    • Contract development and management.
    • Ability to communicate effectively orally, in writing, and through utilization of computer technology.
    • Ability to effectively use spreadsheets and databases.
    • Excellent interpersonal skills to communicate appropriately and effectively with persona at all levels of state and county government, behavioral health professional organization, behavioral health providers, and individuals receiving behavioral health services.
    • Ability to use Microsoft Office products, including Outlook, Excel, and Word, the internet and internal report writing, data management, and tracking systems.
