    The Pomo Indigenous Food Sovereignty Alliance Program Manager is an exempt position that provides administrative functions, supervisory responsibilities, and oversight of grant management and reporting for the Pomo Indigenous Food Sovereignty Alliance Program (PIFSA). This position has regular business hours but requires work in early mornings, evenings, and weekends for community events.


    SUMMARY:

    The Pomo Indigenous Food Sovereignty Alliance Program Manager oversees and manages grant-related funding for PIFSA. Typical grants include but are not limited to United Way - ESFP Phase 40; Tribal Nutrition Assistance Program (TNAP); Whales Tail; First Nations Development Institute - California Tribal Fund; CDFA Urban Agriculture; California State Coastal Conservancy - Explore the Coast; and other grants and funds that may be utilized. Ensure compliance with funding regulations, Dry Creek Rancheria housing policies, and other program requirements. Compile reports as required for funding entities and governance reporting systems. This position requires a hands-on approach to developing, implementing, and overseeing the PIFSA program, which entails four main program areas: 1) Youth Prevention, 2) Conservation & Education, 3) Cultural Revitalization, and 4) Food Sovereignty.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    1. Participates in identifying, researching, planning, developing, and implementing existing, new and/or modified programs/policies/ordinances that would promote and enhance goals and objectives of the Department related to Indigenous Food Sovereignty.
    2. Performs the necessary research and analysis to justify the appropriateness of implementing the proposed programs/policies/ordinances; prepares presentation materials and background documentation; presents and responds to inquiries regarding proposed program/policy/ordinance matters; and monitors approved funding, policy/project/ordinance compliance, success, and performance outcomes using appropriate tracking and feedback systems; prepares reports on program performance and makes recommendations on policy improvement.
    3. Provides responsible staff assistance for complex technical and administrative support to other departments, staff, commissions and committees as requested; researches, prepares and presents technical, fiscal, and administrative studies, surveys, and reports as required.
    4. Participates in the development, administration, and monitoring of the Program's grants, including but not limited to United Way - ESFP Phase 40; Tribal Nutrition Assistance Program (TNAP); Whales Tail; First Nations Development Institute - California Tribal Fund; CDFA Urban Agriculture; California State Coastal Conservancy - Explore the Coast; and other grants and funds that may be utilized); and making recommendations for future funding needs and funding assistance.
    5. Assists, develops, and implements the Tribe's Indigenous Food Sovereignty Plan.
    6. Maintains and updates various databases and filing and record-keeping systems for affordable housing and proffers; participates in researching and collecting data and information for inclusion into database and record-keeping systems; conducts complex surveys; produces reports from database(s); and distributes requested information to appropriate parties in a timely manner including reports.
    7. Attends and participates in professional group meetings; keeps informed of new trends and innovations related to the food sovereignty field.
    8. Performs related tasks as required.

    Youth Prevention, Conservation, & Education

    1. Plans and hosts youth prevention outings that expose youth to culture, traditional food systems, water and environmental conservation, and education.
    2. Plans and hosts community prevention events and health screenings.
    3. Plans and hosts community stewardship events.
    4. Coordinate public health education for tribal elders.

    Cultural Revitalization

    1. Plans programming that focuses on the cultural revitalization of Pomo culture.
    2. Incorporates Pomo language throughout programming and government systems.
    3. Promotes Pomo cultural and language events through partnerships with community partners and internal tribal departments.
    4. Plans and manages food sovereignty and prevention events around Pomo cultural practices and traditions.

    Food Sovereignty

    1. Supports the development and implementation of food sovereignty projects (i.e., community gardens, edible food forests, traditional plants, and medicine gardens within culture educational demonstration areas) at the Bi'du Khaale Senior Housing Project.
    2. Coordinates the delivery of fresh fruit and vegetable boxes to community members.
    3. Supports the harvesting, collection, and distribution of traditional foods and medicines.
    4. Coordinate and host PIFSA Coalition and Youth Advisory Council.

    SUPERVISORY RESPONSIBILITIES:

    Limited supervisory responsibilities may be required for grant-funded work.


    QUALIFICATIONS:

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below represent the knowledge, skill, and ability required.

    1. Bachelor's Degree in Sociology, Agriculture, Anthropology, Native American Studies, Public Health or a related field is required. Masters preferred.
    2. Experience and a demonstrated track record of work in a similar related area.
    3. Honesty, accountability, and transparency with a commitment to social justice, culture as prevention, and Indigenous Food Sovereignty.
    4. Exemplary interpersonal skills: ability to collaborate effectively with culturally diverse staff with demonstrated poise, tact, integrity, and professionalism.
    5. Demonstrated intellectual independence, hands-on experience, initiative and a willingness to learn new skills.
    6. Must be able to maintain a high degree of confidentiality concerning all matters about the Tribe.
    7. Extensive knowledge and experience working with Native American communities, culture, customs, and cultural law.

    TRIBAL AND INDIAN PREFERENCE

    Under the Indian Self-Determination and Education Assistance Act (25 U.S.C. § 450e (b)), the Dry Creek Rancheria applies the policy of "Tribal and Indian Preference" when filling vacancies. Tribal and Indian Preference shall be given to qualified applicants who are enrolled members of a federally recognized Indian tribe or band. The Dry Creek Rancheria reserves the right to require applicants claiming to be American Indian or Alaskan Native a copy of their Certificate of Tribal Enrollment or Certificate of Degree of Indian or Alaska Native Blood (CDIB) card.


    EDUCATION:

    1. A bachelor's degree in sociology, agriculture, anthropology, Native American studies, public health, or a related field is required. Equivalent work experience may be considered in lieu of formal education.

    LANGUAGE SKILLS:

    1. Must be able to read, write, speak, and understand English. The ability to speak Pomo is highly desired.
    2. Excellent oral and written communication skills are essential to the successful conduct of this position.
    3. Ability to write accurate, grammatically correct, polished reports and business correspondence.
    4. Must be able to speak with the public professionally.

    MATHEMATICAL SKILLS:

    1. Must have basic math skills (ability to add, subtract, multiply, and divide).

    REASONING ABILITY:

    1. Ability to define problems, collect data, establish facts, and draw valid conclusions.
    2. Ability to interpret various instructions furnished in written, oral, diagram, or schedule form.
    3. Ability to process detailed work and requests for information or assistance promptly.
    4. Ability to apply regulatory and procedure doctrine, concepts, and policy to practical situations.

    LICENSES, CERTIFICATES, REGISTRATIONS:

    1. Must possess a valid California Driver's License with a clean driving record and be insurable under the Tribe's insurance policy.

    PHYSICAL DEMANDS:

    1. Must be able to be physically active in an outdoor type of environment.
    2. Must be able to lift and carry up to twenty-five (25) pounds.
    3. Must be able to actively engage in food sovereignty events that include agriculture, traditional harvesting, and vigorous youth activities.
