    Tribal WrapAround Program Manager


    STATUS: Full-time, Permanent

    FLSA: Exempt

    REPORTS TO: Housing Director

    SUPERVISES: Supervisory Responsibilities


    WORKING HOURS:

    The Tribal WrapAround Program Manager is an exempt position that serves as a key member of the leadership team that will support the Tribal WrapAround Program through staff supervision, program management, fiscal oversight of program budgets, policy initiatives, and input on future development and strategic planning. This position has regular business hours but may require work in early mornings, evenings, and weekends. May be required to perform after-hours standby services as needed or some evening work, especially during the winter shelter season.


    SUMMARY:

    The Tribal WrapAround Program Manager is responsible for maintaining a learning environment focused on recruiting, developing, and retaining a quality team. This position requires someone who is highly organized to ensure daily operational tasks are completed and compliance is maintained while simultaneously fostering a learning environment for their team that leads to long-term employee retention. Lastly, the program manager will work closely with the leadership team to ensure the overall well-being and safety of clients. This position oversees Tribal WrapAround Program and funding sources through but not limited to Bringing Families Home Program (BFH), Home Safe Program, Housing and Disability Advocacy Program (HDAP); Tribal Homeless Housing, Assistance and Prevention Program (Tribal HHAP), Behavioral Health Bridge Housing (BHBH), Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA), and other grants and funds that may be utilized. Ensure compliance with funding regulations, Dry Creek Rancheria housing policies, and other program requirements. Compile reports as required for funding entities and governance reporting systems. This position oversees Care Coordinators, Outreach Specialist, and housing navigation services.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:


    Program Management and Oversight

    1. Oversee program to ensure that programmatic activities and work plans are carried out in a timely, high-quality and coordinated manner.
    2. Oversee the coordination, integration, and delivery of all programmatic and community services, promoting collaborative relationships between departments and ensuring that expectations of funders, partners, constituents, clients and other stakeholders are consistently met.
    3. Support and mentor team members including individual professional development plans.
    4. Ensure compliance with all local, tribe, state, federal rules, regulations and policies.
    5. Ensure that all program activities operate consistently and ethically within the mission.
    6. Provide staff with tools to maintain safety and remain receptive to staff needs around community safety.
    7. Maintain a 24-hour on-call system; 24/7 crisis line and crisis response for those enrolled in the program.
    8. Create and support a high performing culture among team members that is aligned with being a learning environment and one of inclusion.
    9. Promote professional demeanor, presentation, and appearance with all staff.
    10. Ensure all workers have orientation and training in the tribal wraparound process (in addition to the 52-hour certification training) to all new care coordinators, promoting individualized care and the use of natural/informal supports and community resources.
    11. Provide weekly individual direct supervision with each staff for a minimum of one hour. Provide ongoing feedback and support regarding staff strengths, areas of need and potential strategies for improvement through the consistent use of facilitator reviews and supervision.
    12. Facilitate weekly Agency staff meetings to share information regarding monthly reports, updates and areas in need of attention.
    13. Provide coverage for staff, as needed, and assure that clients are aware of the coverage plan during their leave.
    14. Provide staff with ongoing assistance for day-to-day issues, as well as crisis situations. Direct them to utilize the Tribal WrapAround Team for direction and assistance as much as possible.
    15. Assure that care coordinators are developing balanced Tribal WrapAround Teams (50% informal, 50% formal). Regularly attend Tribal WrapAround Team meetings and Plan of Care meetings.
    16. Assure accuracy and timely submission of all enrollment forms, change of placement notices, court letters, progress notes, evaluation tools, Plans of Care (POC's), crisis/safety plans and all other documents requiring Supervisor's signature/approval. Assure that accurate demographic information is maintained in the records.
    17. Review POC's and crisis/safety plans prior to signing to assure that the plans promote the vision, utilize functional strengths, identify appropriate needs and clearly related strategies. Assure that all team members receive copies of completed POC's in a timely manner.
    18. Assure all documentation is done in a strength-based manner.
    19. Support care coordinators in facilitating independence through a sustainable transition plan starting from day one. Review all pending disenrollments with care coordinators.
    20. Promote utilization of community resources and supports that are culturally relevant to the client and family.
    21. Monitor service authorization requests to assure that the Team has clearly defined in the Plan of Care the need for the requested service and has made fiscally sound decisions regarding the provision of services.
    22. Keep department leadership informed of emergency or critical incidents.
    23. Assume supervisory responsibilities of the Department, in the absence of the Director.

    Communication & Strategic Planning

    1. Work with leadership team to develop multi-year project and partnership work plans and oversee implementation.
    2. Represents on community task forces, speaking engagements, conferences, and trainings that further the mission.
    3. Assist in creating annual and quarterly reports, and funder reports.
    4. Work closely with the Director and entire leadership team to develop long-term strategies for the Department including development of new proposals, integration of future funding and programmatic opportunities, implementation of the strategic plan.
    5. Create development proposals and submit for funding from a variety of sources (i.e. grants, foundations, donors, contracts).
    6. Help to organize and manage logistics for special events and meetings, including taking notes.

    Quality Assurance & Quality Control

    1. Coordinate and analyze outcomes to inform programmatic decisions.
    2. Participate in and summarize interviews with various stakeholders.
    3. Keep up to date on relevant news, literature, and legislative processes related to American Indian policy initiatives.
    4. Ensure and report program qualitative and quantitative goals and outcomes, supporting findings with objective data including statistics, research, and objective evaluation tools.

    Financial and Administrative

    1. Provide support and oversight on grant administration, reporting and finances for respective programs.
    2. Participate in budget development process and maintain a high level of fiscal responsibility in management of programmatic budget.
    3. Ensure that appropriate data is collected and maintained for grant funding reports and that reports are submitted in a timely manner.
    4. Determine staffing plans to achieve program goals and objectives and participate in hiring decisions for new program staff.

    SUPERVISORY RESPONSIBILITIES:

    Supervisory responsibilities are required. This position oversees Care Coordinators, Outreach Specialist, and housing navigation services.


    QUALIFICATIONS:

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required.

    1. Masters Degree in Social Work, Sociology, Criminal Justice, Tribal Administration, Grant Management, Human Services or related field is required.
    2. At least five years of relevant experience and a demonstrated track record in administrative management of similar programs and/or organizations, with at least three years of executive supervisory experience is required.
    3. Extensive experience with grants management and government funding is required.
    4. Honesty, accountability and transparency with a commitment to social justice.
    5. Exemplary interpersonal skills: ability to collaborate effectively with culturally diverse staff with demonstrated poise, tact, integrity, and professionalism.
    6. Ability to assess priorities and manage a variety of competing priorities in a time-sensitive environment and to meet deadlines with attention to detail and quality.
    7. Computer skills, including Microsoft office suite, data management systems, and grant management software.
    8. Ability to work well as part of a multidisciplinary team.
    9. Demonstrated intellectual independence and initiative and willingness to learn new skills.
    10. Excellent organizational skills: ability to manage complex projects from creation to completion, plan and prioritize multiple deliverables, and coordinate teams to meet deadlines.
    11. Extensive knowledge and experience working with Native American communities, culture, customs and cultural law.

    TRIBAL AND INDIAN PREFERENCE

    Pursuant to the Indian Self-Determination and Education Assistance Act (25 U.S.C. § 450e (b)), the Dry Creek Rancheria applies the policy of "Tribal and Indian Preference" when filling vacancies. Tribal and Indian Preference shall be given to qualified applicants who are enrolled members of a federally recognized Indian tribe or band. The Dry Creek Rancheria reserves the right to require applicants claiming to be American Indian or Alaskan Native a copy of their Certificate of Tribal Enrollment or Certificate of Degree of Indian or Alaska Native Blood (CDIB) card.


    EDUCATION:

    1. Masters Degree in Social Work, Sociology, Criminal Justice, Tribal Administration, Grant Management, Human Services or related field is required or equivalent work experience may be considered in-lieu of formal education.

    LANGUAGE SKILLS:

    1. Must be able to read, write, speak and understand English.
    2. Excellent oral and written communication skills are essential to the successful conduct of this position.
    3. Ability to write accurate, grammatically correct, polished reports and business correspondence.
    4. Must be able to speak with the public professionally.

    MATHEMATICAL SKILLS:

    1. Must have basic math skills (ability to add, subtract, multiply, and divide).

    REASONING ABILITY:

    1. Ability to define problems, collect data, establish facts, and draw valid conclusions.
    2. Ability to interpret various instructions furnished in written, oral, diagram, or schedule form.
    3. Ability to process detailed work and requests for information or assistance promptly.
    4. Ability to apply regulatory and procedure doctrine, concepts, and policy to practical situations.

    LICENSES, CERTIFICATES, REGISTRATIONS:

    1. Must possess a valid California Driver's License with a clean driving record and be insurable under the Tribe's insurance policy.

    PHYSICAL DEMANDS:

    1. Must be able to sit or stand for extended periods.
    2. Must be able to lift and carry up to twenty-five (25) pounds.
    3. Must be able to respond to visual and aural cues.
