- Support the development of the health and medical components of citywide response plans for a wide range of issues including natural and manmade hazards. This includes representing NYCEM in all aspects of planning, preparedness, and response.
- Maintain and foster intra/interagency coordination and communication with relevant health and medical agency partners including local, state, federal, and private entities.
- Coordinate the planning process and support project management for the development of new plans and/or plan revisions incorporating people with disabilities and others with access and functional needs.
- Represent NYCEM and provide input to planning efforts being led by external partners.
- Work with relevant health and medical agency partners for successful plan implementation.
- Support healthcare facilities in the execution of their emergency response plans when activated.
- Support special projects and other duties as assigned by the Director of the Health & Medical Unit.
- The selected candidate will be assigned to an oncall Emergency Operations Center (EOC) team and will be expected to work nonbusiness hours during some emergencies. These nonbusiness hours include nights, weekends, holidays, and extended week hours outside of a 9AM5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the oncall EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Job DescriptionJob DescriptionNew York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies.
We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The Planning and Resilience Bureau is responsible for all phases of the disaster cycle including planning, interagency coordination, risk analysis, mitigation, and recovery.
The bureau includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, and Transportation and Infrastructure; Risk Reduction and Recovery with an assistant commissioner leading the Mitigation and Recovery and Risk units; and the Planning team.
The Health and Medical Unit works with New York City, State, and Federal Partners, healthcare associations, healthcare facilities, and emergency medical services partners to prepare for and respond to incidents that impact the New York City Healthcare Sector.
Reporting to the Director of Health & Medical within the Planning and Resilience Bureau, the Health & Medical Planning Specialist will collaborate with relevant agency partners to develop citywide emergency response plans for a wide range of natural and man-made hazards that may impact the NYC Healthcare Sector.
The Specialist will be involved in the periodic testing, review, and revision of these plans and will work with local, state, federal, and private sector partners for their successful implementation.
With latitude for independent initiative and judgment, the Health & Medical Planning Specialist will have the following responsibilities:3.
A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed "1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.
