    Agency's Mission:

    This vacancy is being announced as a Classified position and may be filled as a Job Appointment or Probational appointment.


    An ideal candidate would have experience administrating environmental tasks such as data collection and analysis, evaluation of Phase I environmental site assessments, regulatory research, formulation of corrective actions, and preparation of environmental clearance documents across multiple departmental programs that require environmental review.

    No Civil Service test score is required in order to be considered for this vacancy.

    Minimum Qualifications


    MINIMUM QUALIFICATIONS:


    A baccalaureate degree in one of the following fields: biological sciences, sociology, economics, anthropology, forestry, chemistry, geology, physics, geography, environmental science/ecology, wildlife and fisheries science, engineering, landscape architecture, architectural history, architecture or archeology followed by four years of professional level environmental science, natural resource management or cultural resource management experience.


    SUBSTITUTIONS:
    A master's degree in one of the qualifying fields will substitute for one year of the required experience.

    A Ph.
    D. in one of the qualifying fields will substitute for two years of the required experience.

    Advanced degrees will substitute for a maximum of two years of the required experience.


    NOTE:
    Any college hours or degree must be from an accredited college or university.

    Job Concepts


    Function of Work:


    To administer departmental projects which require environmental duties such as evaluation through inspection, permitting, data collection and analysis, research and formulation of corrective actions and preparation of environmental documents including environmental assessments, environmental site assessments or environmental impact statements.


    Level of Work:
    Manager.


    Supervision Received:
    Broad from an Engineer 6 DOTD or higher-level agency administrator.


    Supervision Exercised:
    Direct over a small staff of environmental professionals.


    Location of Work:
    May be used by all state agencies.


    Job Distinctions:


    Differs from Environmental Impact Specialist 3 by the presence of responsibility for direct supervision over a small staff of environmental professionals or by serving as the top level environmental professional for an agency with a minimum of $250,000 allocated yearly for environmental projects.

    Differs from Environmental Impact Manager 2 by the staff level/size and /or by the scope/complexity of assigned projects/programs.

    Directs employee assignments and establishes work priorities and scheduling.

    Evaluates job performance of personnel and reviews work related matters with individuals.

    Coordinates policies, procedures, and techniques for designing, constructing and maintaining departmental facilities to minimize adverse environmental impact.

    Coordinates work with federal, state, and local agencies.

    Oversees the review of consultant work to insure compliance with all requirements of directives, specifications, and contract stipulations.

    Directs the writing/editing/reviewing of environmental impact statements and other documents as required to evaluate projects.

    Directs on-site environmental investigations and studies as necessary to gather data.


    Identifies existing environmental resources, e.g., wetlands, floodplains, archaeological sites, endangered species, etc., within the immediate and general area of the proposed project and evaluates the project's impact on same.

    Directs the development of recommendations to avoid or minimize the impact of departmental projects on the environment.

    Oversees the review of proposals and studies prepared by consulting firms for factual accuracy and completeness.

    Conducts public meetings and public hearings. Answers questions from the public and other interested parties related to social, economic and environmental impacts of proposed projects.


    Reviews environmental documents prepared by subordinate staff and other agencies to determine the effect of their proposed projects on state roads and bridges.
