General Job Description


The Recertification Specialist will primarily assist the Senior Compliance Manager in providing oversight of compliance; taking initiative on special projects; supporting tenant file audits and/or corrections, timely completion of all reports to regulatory agencies, investors and the TRP executive team as directed.

The immediate objective of the Recertification Specialist is to ensure various compliance requirements are met for TRP managed properties. The Recertification Specialist will work closely with Real Estate Assets and Services staff to accomplish identified organizational goals.

The Recertification Specialist will initiate the annual recertification process monthly and follow-up with the PM team to ensure timely completion of all certifications.

Additional duties of the Recertification Specialist include data entry and tracking in YARDI or another designated platform by Supervisor.


Primary Job Duties and Responsibilities

  • Send out lease renewal/recertification letters 120 days prior to expirations. Included with the expiration notice is the questionnaire, and a request to return verification information to verify the income and assets to the appropriate PM Team.
  • Follow up with the managers to review the Tenant Income certification (TIC) forms drafted prior to lease renewal, if directed by Senior Compliance Manager
  • Assist with the preparations of tenant file audits which may include the creation and maintenance of the perfect file.
  • Participate in special projects geared towards project compliance—Tenant Facing document gathering and/or direct followup to ensure a compliant tenant file.
  • Develop and maintain working knowledge of Chicago Landlord Tenant Ordinance, Fair Housing law, and regulatory agreements with financial supporters, including but not limited to, programs with: the City of Chicago Department, Illinois Housing Development Authority (IHDA), HUD, CHA, CLIHTF, LIHTCs, financial institutions, and other sources of renter subsidies and affordable rental financing.
  • Analyze information given by applicants to determine eligibility and provide working notes to the PM team for correction.
  • Ensure reports are completed timely.
  • Attend the inspection with the manager taking notes for any issues noted. Ensure adherence with Fair Housing Laws, City of Chicago Resident Landlord Ordinance (RLTO), and any other applicable state and local ordinances or laws.

Performance Measures

-Timely and quality production of re-certifications and reports.

  • Timely followup with participants and accurate tracking of all communication.
  • Professional written and verbal communication with REAS staff.
  • Effective, accurate and consistent execution of daytoday responsibilities.
  • Effective, strategic development of relationships with member institutions, peers, leaders, and partners.
  • Active participation in required staff meetings and programs.

Essential Knowledge and Skills

  • Must have or be able to obtain certifications of Certified Occupancy Specialist/Tax Credit Specialist or Blended Occupancy Specialist.
  • Ability to multitask and work in a fastpaced environment.
  • Must have working knowledge of LIHTC guidelines and/or Tax Credit Specialist (TCS) certification designation.
  • Public Housing rental housing guideline knowledge or the ability to obtain the RIM Public Housing Rent Calculation designation within 6 months of employment.
  • Attendance of the CHA Yardi training and passing the exam ensuring for the issuance of a Yardi password.
  • Proficient knowledge of Affordable YARDI, MS Office, MS Excel and Internet required.
  • Excellent written and oral communications skills; demonstrated public presentation skills.
  • Demonstrated ability to build relationships and work effectively with people of diverse social, faith, economic and racial/ethnic backgrounds.
  • Highly motivated and demonstrated ability to work independently as well as part of a team.
  • Strong attention to detail.
