The Director of Statistical Analysis and Data Visualization (Director II) is selected by and reports to the Deputy Inspector General for Data Reviews.

Performs senior-level, highly advanced oversight and management activities, including leading a team of Statistical Analysts to ensure statistical validity of random samples and extrapolations and a team of Tableau Analysts to design, develop, and maintain operational dashboards.

Work involves managing a team of senior-level data analysts who transform data into accurate, clear and concise analysis reports with relevant results and actionable recommendations; the design and development of statistical samples and extrapolations for use in Office of Inspector General (OIG) audits, inspections, investigations, and reviews; and the design and development of various Tableau operational dashboards.

The Director plans, develops, and implements a business plan to use data and statistical samples to support audits, inspections, investigations, and reviews to identify potential fraud, waste, and abuse within the Health and Human Services Programs; provides direction to staff in developing resources and strategies related to data acquisition and analysis; and oversees the review of statistical data projects.

The Director provides consultation, and recommendations to senior-level management, including the Inspector General and OIG Executive level staff.

Duties also include serving on workgroups and committees to coordinate sample requests and/or develop policy recommendations; provides direction on the preparation of ad hoc and reoccurring reports; position papers; supervises technical staff in data gathering, the development of data systems, and researching, analyzing, and furnishes findings to Executive-level staff.

This position can telework 100% from locations within Texas consistent with HHS telework policies. Position may need to occasionally report to the HHSC headquarters office in Austin, Texas to attend in-person meetings.

Essential Job Functions**:

EJF 1.

Directs, assigns, delegates, monitors, and provides guidance for all assignments of the Statistical Analysis and Data Visualization team related to the development and completion of statistically sound sampling and extrapolation methodologies and Tableau dashboard development functions.

Prepares, plans, and assigns data analysis and related regular and special reports; formulates long-range programs, plans, and priorities; and coordinates with OIG Executive-level management in developing material, reports, and other documents to support OIG priorities.

  • EJF 2. Directs the development of highly advanced statistical modeling to perform complex analysis for various HHSC social services programs to identify patterns resulting in potential overpayment. Applies statistical principles to relevant data to correlate patterns of service access, supply, demand, consumption, cost, and pricing. Leads the development and enforcement of statistically sound sampling and extrapolation methodologies to assist investigators, auditors, inspectors, and other staff in conducting their regulatory oversight mission. Ensures data integrity, by overseeing the aggregation, testing and evaluation of all data used in the OIG statistical sampling and extrapolation process, which includes detail level analysis of Medicaid claims and other social services program data. Regularly reviews and conducts quality assurance checks related to the creation of data appropriate statistical sampling plans and the execution of the methodology to ensure adherence to relevant policies and procedures as well as industry applicable regulations and standards.

Leads and provides guidance to staff on the development and maintenance of databases for running queries to determine HHSC social services programs error rates.

Uses computer automation, via standardized templates and macro programming language, to promote efficiencies and enhance statistical analysis.

15% 6) Performs other duties necessary to achieve the mission of the Office of the Inspector General. Statewide travel of about 5% may be required.

Knowledge Skills Abilities:

Knowledge of state and federal laws and regulations pertaining to Medicaid and other public assistance programs.

  • Knowledge of state and federal requirements for identification, prevention and reporting of fraud, waste, and abuse, including investigative principles, techniques, and procedures of the laws governing the activities regulated by the agency and rules of evidence.
  • Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; of data models, database design development, data mining, and segmentation techniques; and of record keeping, including security procedures for handling, protecting, and distributing confidential data.
