POSITION OVERVIEW

PartnersGlobal seeks a Deputy Chief of Party (DCOP) to provide strategic guidance and leadership for an anticipated USAID-funded Civil Society Resilience (CSR) Activity. The goal of the activity is to improve the ability of civil society to respond to shrinking civic space and to advance the enabling environment for civil society so that it may continue to foster informed citizen participation in democratic processes. The activity will support civil society and grassroots organizers, across all sectors, engaged in advancing reform and inclusive development, by strengthening their capacity to


The Deputy Chief of Party (DCOP) and Chief of Party (COP) will collaborate closely to offer strategic guidance, oversee project management, and provide technical expertise, fostering a collaborative and inclusive environment within the project team.

Together, they will utilize their individual strengths and backgrounds to facilitate efficient coordination, decision-making, and implementation of the project. This collaborative leadership model underscores

DUTIES AND RESPONSIBILITIES

Strategic Leadership Support:Work jointly with the COP in providing strategic direction and leadership for the activity, aligning project goals with organizational priorities and donor objectives; and manage a team and oversee evidence-based adjustments in programming to achieve greater impact.

Compliance Oversight:Develop and implement robust compliance systems and procedures to ensure adherence to donor requirements, organizational policies, and local regulations throughout the project lifecycle.

Grant Management:Oversee the management and monitoring of grants to local civil society organizations, ensuring compliance with grant agreements, budgetary restrictions, and reporting deadlines.

Risk Management:Collaborate with the COP to identify potential project compliance risks and vulnerabilities. Develop and implement mitigation strategies to minimize the project's exposure to legal, financial, and reputational risks, ensuring alignment with ethical standards and the promotion of human rights and social justice.

Capacity Building:Provide guidance to project staff and partners on compliance-related matters, including donor regulations, financial management, and reporting requirements.

Collaboration and Coordination:Work closely with the COP and other project staff to ensure seamless coordination and communication on compliance-related issues, fostering a culture of transparency and accountability within the project team.

Partnership Development:Collaborate with the COP to cultivate and nurture partnerships with government agencies, civil society organizations, international donors, and other stakeholders to foster collaboration and maximize project outcomes.

Continuous Improvement:Regularly review and update compliance systems and procedures to reflect changes in donor regulations, organizational policies, and best practices, and implement corrective actions as needed

QUALIFICATIONS

Required:


  • Minimum eight (8) years of experience, including progressively more responsible senior programmatic roles or project lead in another related technical area relevant to the project objectives. Nonprojectbased experience can be replaced with ten (10+) years of working within USAID and demonstrating competency to lead complex programs in all aspects of regulation and c
