The MTA transportation network has very large systems and infrastructure for financial, business, automated train, transportation, power, and physical security.

The MTA IT Department is centrally responsible for providing a full range of Information and Operational Technology services to the MTA agencies and administrative units through its operating and support units.

Services are provided on a 7/24/365 basis in support of the MTA organization and its ridership.


The MTA IT Business & Process improvement division is responsible for running and utilization of ITs business effectively and efficient operations.

The division objective is to ensure that the necessary resources, including Vendor Management Programs and services are available, and used most optimized in value to enable MTA IT and its operations.


Summary:

The position, will manage the planning, organizing, management of all MTA IT contract. This position manages the process from inception through the complete lifecycle of the contracts. This position provides guidance and influences project direction and scope of the contract services.

This role will be developing Vendor Management Program practices to ensure critical path of the contractual process and implements appropriate corrective actions when necessary.

This position recognizes and communicates broad implications of issues and risks; applies a disciplined decision model in making decisions.


Responsibilities:


  • Manage the administration of contract including standards and processes, documentation, budget management and invoicing, contract and change order management, milestone tracking and issue escalations.
  • Initiate and participate in meetings with both users and vendors to review the status of planned and ongoing activities.
  • Review and analyze contract activities on a regular basis to identify potential issues and conflicts between the MTA and vendors.
  • Provide effective Budgeting, Accounting and Auditing oversight by effectively, in conjunction with the MTA Procurement and Legal Departments, negotiates cost and financial language for new and amended contracts that protects the MTAs financial investment and minimizes the risks associated with contracts.
  • With MTA Procurement and Legal Departments, Manages the contractual process that guarantees that contractual language includes effective financial terms as well as penalties that are clearly tied into to the quality of service and timeliness of service delivery.
  • Establish Service Level Agreements (SLAs) that meet requirements such as system availability and response time to ensure continuous operation and availability of business functions and either approved or disapprove (initiating penalties as per the contract) monthly invoice payment if service levels are not met.
  • Review and develop strong knowledge of contract deliverables and proactively apprise Management of all issues affecting contract status while proposing resolutions.
  • Manages user expectations by solving contractual issues and initiate changes when appropriate using Change Management best practices.
  • Facilitate meetings with vendors and end users including Kickoff, Financial Reviews and Lessons Learned in addition to participating in all phases of transition including the satisfactory transfer of control of products upon completion.
  • Develop and Lead the IT Vendor Management Office (VMO) team,setting goals,strategies,and processes for effective vendor management across the IT landscape.
  • Establish and enforce contract governance, policies and procedures for IT contract administration
  • Identify,assess,and mitigate risks associated with IT vendor relationships and contracts.
  • Drive contract cost savings and maximize value through negotiating optimal contract terms,performance optimization,and vendor rationalization.
  • Build and maintain strong relationships with key IT vendors,fostering collaboration and ensuring alignment with organizational goals.
  • Establish contract performance metrics,monitor vendor performance,and hold vendors accountable for delivering agreedupon service levels.
  • Develop Reporting and Analytics and provide comprehensive reports and analyses on VMO activities,vendor performance,and contract effectiveness.
  • Establish contract management process and practice, and ensure accurate and timely contract execution,tracking key dates,deliverables,and performance metrics.
  • Analyzesthe current state of the infrastructure and identifies opportunities for improvement to ensure systems meet businessneeds.
