    Job purpose
    Construction managers oversee specialized contractors and other personnel. They schedule and coordinate all construction processes so that projects meet design specifications. They ensure that projects are completed on time and within budget. Some Construction Managers may be responsible for several projects at once—for example, the construction of multiple client facilities.

    Construction Managers work closely with other building specialists, such as architects, civil engineers, and a variety of trade workers, including stonemasons, electricians, and carpenters.

    Projects may require specialists in everything from structural steel and painting to landscaping, paving roads, and excavating sites. Depending on the project, Construction Managers may interact with lawyers and local government officials.

    Duties and responsibilities
    The following are intended to be examples of the responsibilities for the person in this role.

    • Serves as the Owner's Representative on large Capital Improvement projects making project related decisions with consultants and contractors.
    • Reviews plans, maps, specifications, soils reports, materials testing laboratory reports, contracts, and other documents to ensure conformance with federal, state, County and industry codes and regulations; notes changes required and follows up, as necessary.
    • Supervises complex construction activities to build new or modify existing facilities and/or other related buildings, including utilities, equipment installation and exterior improvements.
    • Arrange worksite and equipment access/shutdowns, obtain permits, and develop project support schedules to support subcontractor activities and minimize interference with others' work.
    • Work with project manager(s), architects, principals, site administrators and/or other staff to coordinate construction schedules and manage work activities in order to achieve minimal negative impact.
    • Conducts pre-bid conferences and site visits
    • Develops resolutions to complex technical problems where analysis of situations or data requires an in-depth evaluation of various factors.
    • Develops construction schedules, evaluates construction estimates, reviews contract modifications, and verifies work performed to recommend progress payments.
    • Manages procedural aspects of the construction contract including changes, payments, submittals, and documentation.
    • Tracks project data and reports on potential budget and schedule variances
    • Reviews project plans and specifications for constructability, operability, maintainability & cost effectiveness.
    • Serves as the liaison between multiple departments and other stakeholders
    • Develops, trains, and mentors staff assigned to Senior Construction Manager's team.
    • Personal development through attendance, professional organization memberships, continuing education, professional registration, and certification achievement.
    • Interprets, explains, and enforces regulations, ordinances and policies to developers, contractors, representatives of other agencies and the public; confers with County staff regarding possible changes to plans and problem resolution.
    • Inspects safety aspects, including barricades, of jobs in progress; works to assure that contractors comply with applicable safety rules and regulations.
    • Checks plans, pay requests, submittals, and construction documents for accuracy.
    • Manages the cross-connection control, FOG programs and Business License inspections.
    • Maintains logs of inspection performed; prepares periodic and special reports as required; estimates progress payments due on contracts for public works projects. Maintains and updates as needed the Project Specification.
    • Serves as inspector-in-charge of a construction or repair project, including reviewing the work of consulting inspectors.
    • May be required to issue stop work orders for safety related problems and may supervise a crew.
    • May perform or oversee and evaluate routine field testing of construction materials.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.

    Requirements:
    Qualifications
    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

    • A minimum of five (5) to seven (7) years related construction project management experience is strongly desired
    • Must possess a valid driver's license and clean driving record.
    • Must pass a State and Federal criminal history/security pre-employment background check.
    • Must pass pre-employment drug screen.
    • Construction methods, materials, practices, specifications, and equipment.
    • Field engineering and inspection practices and basic design criteria for construction projects.
    • Principles and practices of plan review.
    • Applicable County and state laws, ordinances, regulations and codes and industry standards specifically NAC445A, the Uniform Plumbing Code and Industrial Pretreatment programs and inspections.
    • Engineering and Water/Wastewater mathematics.
    • Requires knowledge of current national and local building codes and regulations
    • Must be able to accurately review, understand and evaluate drawings and specifications, as well as troubleshoot potential problems
    • Consistently performs construction estimating and evaluates construction methods and schedules. An extensive background successfully utilizing multiple delivery methods is desired
    • Must possess proficient oral and written communication and presentation skills and be able to communicate effectively with wide variety of people with diverse background of all levels and disciplines
    • Must be able to develop and maintain positive, cooperative, teamoriented relationships with coworkers, supervisors, managers, clients, and others in contact with the job
    • Able to handle efficiently and effectively multiple and shifting priorities while meeting tight deadlines
    • Strong working knowledge of MS Office, MS Outlook, MS Project, as well as other project management applications such as Primavera, Expedition, Contract Manager and/or Unifier
    • Surveying principles and practices including the use of GPS survey equipment.
    • Materials and soils testing techniques and terminology and the ability to work closely with design consultants related to plan development and review.
    • Safe work methods and safety regulations pertaining to the work.
    • Record keeping practices.
    • Communicating effectively in oral and written forms.
    • Techniques for techniques for dealing with a variety of individuals from various socio-economic, ethnic, and cultural backgrounds, in person and over the telephone.
    • Performing skilled inspections of varied public works and related projects as well as supervising subordinate or contract employees.
    • Reading and interpreting drawings, plans, specifications, and contracts.
    • Interpreting, explaining, and enforcing a variety of codes, ordinances, and regulations.
    • Making complex, time sensitive field decisions related to projects, field engineering and various system repairs.
    • Exercising sound independent judgment and decision making within procedural guidelines.
    • Organizing, prioritizing, and coordinating work activities and meeting deadlines.
    • Composing clear, accurate and concise logs, reports, and correspondence.
    • Performing accurate mathematical calculations.
    • Understanding and following oral and written directions.
    • Contributing effectively to the accomplishment of team or work unit goals, objectives, and activities.
    • Establishing and maintaining effective working relationships with those encountered in the course of the work.
    Preferred Qualifications

    • Bachelor's degree in Architecture, Engineering, Construction Management, or related field is required. An advanced degree is helpful. An equivalent combination of education and experience may be substituted
    • American Concrete Institute (ACI)
    • National Association of Corrosion Engineers (NACE)
    • Certified Construction Manager (CCM)
    • OSHA 10/30 – Construction Safety course completion, additional training in electrical safety, vertical construction, LOTO
