    Primary Responsibility: The Emergency Communications Supervisor provides day-to-day supervision and leadership to the Gilpin County Communications Center. The Supervisor performs specialized radio and communications work in the Sheriff's Office, serving as emergency telephone and radio dispatcher on an assigned shift in a 24/7 operation. Work involves receiving emergency and non-emergency incoming calls; dispatching applicable resources, including law enforcement, fire and emergency medical services; providing emergency medical dispatch and operating computer software to enter and retrieve information for deputies. The Emergency Communications Supervisor is required to adhere to confidentiality polices. Capability of making quick judgments and decisions while applying standard operating procedures and policies in emergencies. Ability to fill in as needed to cover 24/7 operations and ensure emergency operator continuity. The duties listed below are representative of this position, but do not necessarily include all the responsibilities and duties that an individual in this position may be called upon to perform.

    Main Job Duties:

    The below descriptions will be required attributes for the Emergency Communication Supervisor.

    Completed Emergency Communication Dispatcher Officer Training plus 24 months as an Emergency Communication Dispatcher I and has one or more of the following:
    • Certified Emergency Communication Dispatcher Training Officer (CTO)
    • CCIC/NCIC Coordinator
    • NIBRS Specialist
    • EMD Instructor
    • Hyper-Reach Maintenance / Instructor
    • Tactical Dispatch
    • Crisis Intervention Team (CIT) certified
    Communication Specialist Duties (49%)
    • Operates communication systems to receive emergency and non-emergency incoming calls for Sheriff's Office; receives complaints and requests for service by telephone or radio; determines district of each caller; obtains necessary information to determine nature of problem, following established guidelines; scans status charts and computer screen to determine availability of units; dispatches closest necessary officials, including police, fire, medical, and other personnel and equipment; relays instructions and/or advises callers of proper contact for assistance or information; and prepares computer aided dispatch record on each service incident.
    • Manages locations through geographical verification within multiple systems and maps to determine jurisdiction, and appropriate response plan for an incident.
    • Operates computer software to access Department of Revenue, CBI/FBI, CCIC and NCIC databases to enter, store, clear and/or retrieve information as requested or otherwise necessary, including stolen vehicles and articles, missing and wanted persons, vehicle registration data, drivers' histories, warrants, etc. Comply with CJIS policies to maintain 24 hours tending of the CBI terminal while sending / receiving teletypes with other governmental agencies.
    • Assists other agencies outside of the county with requests for service and coordinating response expectations and needs via radio telephone and terminal.
    • Operates and monitors FCC approved radio communications equipment, paging equipment and computer software.
    • Processes all in-bound and out-bound calls, including emergent and non-emergent, through computer- based software while adhering to proper call handling techniques. Transfers to appropriate jurisdictions, departments. Provides information of county fire, law or medical statuses and/or provides referrals for callers to contact departments that can provide support more specific to callers needs/inquiries.
    • Maintains status of patrol deputy at all times including knowledge of location and activities. Maintains location awareness on all apparatus, personnel and emergency partners accurately. Maintains CAD entries of all dispatch activity.
    • Assists in the training of new personnel in the operation of the division equipment, methods and procedures.
    • May receive special assignments under the supervision of the Emergency Communications Dispatch Director relative to research and preparation of policy and procedure issues, training, development, etc.; is assigned special assignments in addition to regular duties (warrant entry, NIBRS entry etc.); may be assigned to communication functions (SOP's, Hyper-Reach).
    • Is an instructor in communications disciplines (EMD, CTO, etc.).
    • Advises necessary personnel of major situations and incidents. Utilize all resources to notify appropriate command staff, leaders, and other agencies for mutual aid.
    • Interacts with members of the community, law enforcement, medical agencies, fire agencies and personnel from other agencies as necessitated by work assigned.
    • Promptly and efficiently dispatches appropriate response to emergency situations.
    • Performs the duties of an Emergency Communication Dispatcher as needed due to staffing shortages or other situations as they arise.
    • Troubleshoots errors within software, hardware and any issues that arise within the center. Submits support tickets to multiple vendors and supervisor for tracking and repair.
    • Works with State courts to submit accurate warrants. File, log, process conditional documents and track all required steps necessary. Read reports, verify information, and endure accurate, complete and timely procedures are followed including retention schedule standards.
    • Provides Emergency Medical Dispatch (EMD) per state guidelines when dealing with injury or health related incidents.
    • Provides assistance and/or information to the hearing impaired utilizing the TDD equipment. Ability to work with language interpretation services and rely information accurately and concisely.
    • Maintains continued educational standards. Attends trainings on/off property to improve and build upon skills that relate to 911 standards, radio standards, CPR and First Aid and much more.
    • Must be able to operate and maintain various office equipment including multiple computers, printers, copy/fax machines and phone systems at a high level.
    • Prepares briefings for following shift.
    • Works efficiently, independently and accurately in the absence of supervision.
    Supervisory Duties (50%)
    • Provides day-to-day leadership, mentoring, direction and supervision to communications staff. Guides, trains, develops and coaches employees in the accomplishment of their duties and professional goals. Provide instruction through classroom training to employees and outside agencies.
    • Acts as the Training Coordinator in conjunction with government organizations maintaining employee training records, including the Communications Training Program for the Communications Division; and maintaining and updating the training manuals and evaluation program as necessary.
    • Assist in cleaning and maintaining the Communications Center as needed. Coordinate cleaning plans to ensure that the center is a safe and sanitary environment, while also keeping the equipment free from dust or other threats to cause malfunction.
    • Knowledge of best practices for the application of computer systems and software programs for public safety emergency communications dispatch including CAD/RMS/JMS software.
    • Develops and maintains the staffing schedule, making sure all shifts are covered in the Communication Center.
    • Review CAD reports, Emergency Medical Dispatch (EMD) reports and (Colorado Crime Information System (CCIS)/National Crime Information Center (NCIC) entries to ensure employee performance standards.
    • In conjunction with the Emergency Communications Dispatch Director, formulates, reviews and enforces the Communications Division policies, procedures and guidelines. Reviews all policies to maintain acceptable standards and practices for the division. Proposes updates of policies to the Emergency Communications Dispatch Director. Holds subordinates accountable to these standards.
    • Document employee recognition, coaching, counseling and reviews throughout the year. In conjunction with the Emergency Communications Dispatch Director, completes employee evaluations.
    • Manage and provide continuing education and training for department employees; keeping up to date on the professional and technical skills needed to provide quality enhanced 911 and public safety answering point services.
    • Functions as CCIC Co-Coordinator, developing procedures and guidelines that are in compliance with CBI and FBI standards.
    • Maintains voice and logs in the recorder system, creates audio files upon request, following office protocols and maintains accurate records of release.
    • Coordinate with vendors who provide hardware and software components to the Communications Division.
    • Submit and track repair orders for the hardware and software for the Communications Division
    • Process orders and track inventory to ensure division supplies and equipment are stocked.
    • Redirect phones and radios for emergency relocation. Coordinate and set up emergency communications as needed.
    • May assist the Emergency Communications Dispatch Director and conduct interviews and testing process of applicants.
    • Supervise staff in a professional and objective manner. Maintaining effective working relationships with subordinates, co-workers and other agencies.
    • Coordinate, schedule and prepare for community events. Provide educational materials and interactive tools for the proper use of 911.
    • Perform all duties with minimal supervision
    Additional Job Duties: (1%)
    • Performs other appropriate duties as assigned by the Emergency Communications Dispatch Director, Undersheriff or Sheriff and any duties needed to stabilize an emergency situation.
    • May participate on various internal and external committees and boards as a representative for the Sheriff's Office.
    Hours:
    • Must be available for shift-work (including weekends, nights and holidays), for on-call coverage, and subject to overtime work as necessary. Shifts are designed to cover 24-hour operations, 7 days a week, 365 days a year. May work alone at times. Current shifts are four 10-hour shifts and are subject to change dependent on staffing levels and center needs. Must be able to respond in a timely manner to the Communications Center for any call-outs or to assist in any incident when called upon and provide dispatch services and/or supervision for all shifts.
    Position Requirements

    Qualifications:
    • Education: High school graduate or equivalent, or any equivalent combination of education and training that would provide the required knowledge and skills to perform the job.
    • Computer literacy; including Microsoft Word, with the ability to learn new software programs.
    • Training in emergency services dispatching and first aid required.
    • Knowledge of office management and records management principles and practices.
    • Must have a thorough knowledge of emergency dispatch procedures including technological capabilities and applications.
    • Must be able to pass a security clearance to operate and maintain clearance on NCIC and CCIC terminals.
    Ability to:
    1. Generate professional and effective working relationships with co-workers, medical agencies, fire agencies, partner agencies, supervisors, the community, county, state and federal employees necessitated by work assignments.
    2. Follow complex instructions with the ability to comprehend information given related to law enforcement, fire and medical operations.

    6. Establish and assert control while staying calm and composed in actively stressful situations. Diligently perform all skills and tasks during high-stress incidents. Responding professionally and kindly and showing compassion to irate, disgruntled, hysterical and emotional callers,
    7. Ability to speak one or more foreign languages preferred.
    8. Accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives, including effective written and oral communications in English; and the ability to listen.
    9. Multi-task such as listen, talk and key information concurrently. Collect information audibly from multiple sources simultaneously.
    10. Collect, comprehend, speak and accurately key/read combinations of letters, numbers, and words, both through plain speech and phonetic alphabets.
    11. Research and investigate through software and programs to assist field responders including the coroner, investigators, and law enforcement with information obtained.
    12. Problem solve and make rational conclusions based on the acquired particulars. Exercise independent judgment and initiative in receiving messages, responding to emergency situations and dispatching calls.
    13. Ability to adapt to change in schedules, software, equipment and priority changes.
    14. Flexibility and reliability are crucial to a 24/7 operation. Punctuality and responsibility to the schedule is important to maintain the health and success of the center, co-workers, and continued service to the community.
    15. Adhere to rules, directions and policies; follow orders and remain in compliance of local, state and federal guidelines set forth.
    16. Willingness to be trained, coached, counseled and corrected. Ability to self-evaluate and accept feedback as guidance to success. Must be able to apply corrections given and learn from past situations made by self and others.
    17. Dedication to the pursuit of the highest standards, while promoting responder and public safety.
    18. Process and solve basic math problems including addition, subtraction, multiplication and division.
    Certifications:
    • Obtain OSN within 6 months of request to CBI.
    • Obtain CCIC/NCIC and NIBRS Certification within 6 months of request to CBI.
    • Obtain FEMA ICS 100, 200, 700 and 800 certifications within 6 months of employment.
    • Must obtain Emergency Medical Dispatch (EMD) within 9 months of employment.
    • CPR Certification within 90 days of employment.
    • Emergency Dispatch Trainer preferred.
    • Possess or obtain within 24 months of employment: Emergency Number Professional (EPN) issued by NENA or Registered Public Leader (RPL) issued by APCO.
    Work Environment / Physical Demands:
    • Must be able to work under stressful situations, such as answering multiple-line phones and receiving directives from several sources. May be involved in situations which are violent, distasteful, highly emotional, or representative of all levels of criminal conduct.
    • Must be able to perform, without additional assistance, all physical movements required for immediate emergency service dispatching, including operating telephones, radios, paging devices and multiple computer stations.
    • Requires the mobility to work in an office and field environment. Requires the ability to sit at desk and intermittently walk, stand, climb, balance, bend, squat, twist and reach while performing office duties. Work requires using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions.
    • Work requires the regular exertion of up to 10 pounds of force.
    • Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment. Work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision.
    • Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen. Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly. Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
    • Work is generally in a moderately noisy location (e.g. business office).
    Experience:
    • Must have at least two years' experience in the emergency services dispatch. Experience in an enhanced 911 environment and CAD preferred. Similar experience/education may be considered.
    • Previous supervisory experience preferred.

    Benefits for Full Time Employees:

    Paid Holidays: Gilpin County provides 13 paid holidays per calendar year. An employee will be paid eight (8) hours per holiday.

    Vacation: The first year of employment, (based on the anniversary of the hire date) full-time employees shall earn 3 hours of paid vacation leave bi-weekly. After that time, leave shall accrue as follows:

    Two through five years - four (4) hours each bi-weekly pay period.

    Six through ten years - six (6) hours each bi-weekly pay period.

    Eleven years and more - eight (8) hours each bi-weekly pay period.

    Full-Time employees are encouraged to take their earned vacation leave each year. At the end of the last pay period in December, each regular full-time employee's accrued vacation leave hours will be reduced to 208 hours and will be carried overed into the next calendar year.

    Sick Leave: Full-Time employees shall accrue four (4) hours of sick leave each bi-weekly pay period. The maximum sick leave that may be accumulated by such an employee is 600 hours.

    Personal Leave: Full time employees will receive 30 hours of personal leave per year. Personal time cannot be rolled over to the following year and will not be paid out. Personal time will be added to employees balance the first pay period of the new year. Employees hired throughout the year will receive personal time on a pro-rated basis, based on the quarter year that they are hired. Q1 30 hours, Q2 22.5 hours, Q3 15 hours, Q4 7.5 hours.

    Medical Plans: Gilpin County offers two medical plans with Kaiser and United Health Care. Gilpin County offers a Health Reimbursement Account (HRA) for all employees to cover co-pays, deductibles, and other medical expenses. Employees are eligible for benefits the first of the month following 30 days of service. This HRA card will have $3,000.00 on it for an individual or $6,000.00 for a family. Both plans have a max out of pocket for $1,000 individual or $2,000 per family after the use of the HRA card.

    Dental Plan: Gilpin County offers dental coverage through Delta Dental. Individual deductible at $50 and family deductible at $150. In network and at a PPO provider coverage for preventative and diagnostic services are covered 100%, basic services covered at 80%, major services at 50%, and ortho covered at 50% with a $2,000 max. The plan offers a "Right Start 4 Kids" plan that covers children up to their 13th birthday at 100% with no deductible. Annual max out of pocket for this plan is $2,000.

    Vision Plan: Gilpin County offers vision coverage through VSP. In network coverage includes copays at $10, $175 per pair of either one prescription eyeglasses or contacts yearly and discounts on Lasik.

    Retirement: Gilpin County offers a mandatory 401(A) plan as well as optional 457b or 457 Roth plans. You are immediately 100% vested day 1 into your retirement accounts. The mandatory 401a plan requires that you contribute 5% and Gilpin County will match 5% into your retirement account. The optional 457b plans may be started, stopped, and changed anytime during your employment

    Life Insurance: Gilpin County provides at no cost to you a $50,000 life insurance policy for yourself. Supplemental employee coverage in increments of $10,000 with a max of $500,000. Supplemental spouse coverage in increments of $5,000 with a max of $150,000. Supplement child(ren) policy with a benefit amount of $20,000 per child. Guarantee issue amounts of $150,000 for employee, $30,000 for spouse without having to complete evidence of insurability valid during new hire enrollment.

    Short-Term Disability: Short-term disability pays 60% of your earnings with a max of $1,000 per week for up to 11 weeks. Benefits begin on day 15 and your first two weeks you will have to cover with sick or vacation time.

    Long-Term Disability: Long-term disability kicks in after 90 consecutive calendar days of a qualified disability. The plan will pay 60% of your earnings with a max of $5,000 monthly.

    Long Term Care: In the event that you are injured and need to be treated at a care facility, Gilpin County provides coverage at no cost to you. The plan provides up to $2,000 per month, and up to 3 years in a facility. If you would like to add supplements coverage for a greater amount per month or a longer term, supplemental coverage is available for you to purchase.
