    The

    Outside Plant Engineer

    designs, prepares and maintains maps to accurately document CTC facilities. Monitors and reports on construction progress along with performing on-site inspection to ensure contractors are conforming with project specifications. Utilizes GIS software to prepare layouts and detail drawings.

    Provides timely utility permits with accurate designs to accompany projects.

    Develops and maintains a filing system for copies of engineering drawings and related materials.

    Engineering & Safety Manager

    *In addition to the above, this position will perform other work related duties as assigned.


    These tasks do not meet the Americans With Disabilities Act definition of essential job functions and are usually less than 5% of time spent.

    Knowledge, Skills, and Abilities:
    Knowledge of industry regulations affecting engineering projects.

    Knowledge of telecommunications cable plant terminology and construction methods.

    Knowledge of company products and services.

    Knowledge of company policies and procedures.

    Skill in operating various office equipment including a PC, telephone systems, copy machine, scanner, printers, and large format plotters.

    Skill in reading and interpreting technical documents and forms including work orders, staking sheets, schematics, and circuit diagrams.


    Ability to communicate with customers, co-workers, and various business contacts in a professional and courteous manner, both verbally and in writing.

    Ability to organize and prioritize multiple work assignments.

    Ability to pay close attention to detail, accuracy, and ability to remain organized.

    Proficient in Microsoft Office applications, including Word, Excel, Outlook, Visio, Project, and Power Point.

    Knowledge of GIS software.

    Ability to work from oral or written instruction with limited supervision.

    Prioritization of work orders to meet deadlines is essential to the success of this position.

    Ability to work in all types of weather conditions.

    Ability to effectively function individually and as a team player.

    Must have a valid Minnesota driver's license and clean driving record.

    Extensive travel during construction season which will include overnight travel and the ability to work overtime if applicable.

    Willingness to acquire the appropriate training.


    Education and Experience:
    Associate degree in engineering or equivalent, plus five years' experience.

    Telecommunications experience is required.

    Valid Minnesota driver's license and good driving record.


    Physical Requirements:

    While performing the duties of this job, the employee is frequently required to see; hear; talk; grasp; feel and finger equipment to complete assigned job tasks.


    This position requires full range of mobility in upper and lower body; be able to walk and stand for long periods of time and perform under adverse field conditions.

    The employee is regularly required to be able to sit, lift, climb, stoop, kneel, pull and push. The employee frequently must be able to lift up to 20 pounds and regularly lift 20-50 pounds.

    Travel

    Extensive travel is out of CTC's service area and overnight travel will be expected.

    Work Environments:


    While performing the essential duties of this job, the employee is regularly exposed to outside conditions and extensive travel that includes inclement weather, heat and humidity, rain, sleet, and hail and cold.


    This position will also be exposed to all types of terrain that includes uneven and slippery ground, undergrowth and vegetation, trees, grass, dust, asphalt, bugs, and poisonous plants.

    The noise level in the general work environment is usually quiet to moderate.


    This factor measures the surroundings and physical conditions under which a job must be done and the extent to which those conditions make the job disagreeable.

    Consider the presence and relative amount of exposure to dust, dirt, heat, fumes, contaminants, cold, noise, vibration, wetness, etc.

    Key Responsibilities

    Project Management 40%

    Prepare detailed engineering designs, including drawings, specifications, and costs estimates, adhering to industry standards and regulatory requirements.

    Communicate with contractors and field staff via verbal and written form. Respond to requests in a timely manner and provide accurate information to assist on projects.


    Assist with site surveys and assessments to determine the feasibility and optimal routing of outside plant infrastructure, including fiber optic cables, conduits, and distribution cabinets.

    Onsite construction project point of contact for contractors and other engineering staff

    Work closely with property owners and potential members on any clean up placement concerns and questions.

    Work with contractor to update detail tabulation sheets on a weekly basis and confirm that all units placed correctly.

    Review contractor invoices and cross check with tabulation sheets.

    Permitting 30%

    Prepares utility permit applications to MNDOT, county, city, and township entities. Ensures permits are submitted and executed on a timely basis.

    Communicate with utility permitting agencies on fiber placement.

    GIS Updates 20%

    Complete onsite staking sheet in GIS, staking for all projects, services, and line extensions.

    Collects GPS coordinates for all pedestals, vaults and NID's when on-site.

    Assists GIS Technician with as-built maps and staking sheets.

    Other Responsibilities

    10%

    Locate existing fiber cable with an underground cable locator.

    Fiber route staking for lathe placement of pedestals, hand holes, and right of way placement for fiber optic cable.

    Prepare splicing schematics and perform fiber splicing.

    Test network and distribution fiber using an OTDR, Power Meter, live fiber detector.

    Works closely with outside plant inspector on day-to-day job functions and training.


    Extensive travel will be required during the construction season which will include overnight travel for the majority of the construction season.

    Completes tasks and special projects as assigned by management.
