    Note: The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.

    Full-time City employees will receive preference in the following order: major division first, then department, then all other full-time City employees. Part-time/year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time/year-round City employees, external applicants will then be considered.

    This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

    JOB SUMMARY

    This posting will be used to fill a current vacancy in the Inspections Services Section of the Development Services Department within the City of Oklahoma City and is under the direction of the Chief Mechanical Inspector. However, an eligibility list will be established or supplemented for filling future vacancies in the department, per provisions of the AFSCME collective bargaining agreement. . Journeyman level skill and knowledge relevant to the mechanical field must be acquired prior to assuming the duties of this position. Essential job functions include: traveling to various construction sites to conduct ground, overhead and final inspections on all mechanical systems to ensure compliance with safety and quality regulations as are specified and required by the Oklahoma City Mechanical Codes. The incumbent is responsible for ensuring that mechanical systems are properly installed in order to provide for the safety, health and welfare of the general public. Mechanical systems may include, but are not limited to heating systems; ventilating systems; cooling systems; steam and water heating systems; water heaters; process piping, gas piping, boilers and pressure vessels; venting systems; mechanical refrigeration system; fireplaces and barbecues; incinerators and crematories; and air pollution control systems. The employee performs external structural inspections of boilers as well as inspection for proper initial installation. All mechanical inspections are performed independently with unusual problems or situations referred to the Mechanical Inspector II and/or the Chief Mechanical Inspector. The employee must exhibit tact and diplomacy in communicating with citizens, contractors, building owners or managers, and departmental personnel concerning relevant aspects of work performed. Work products are periodically reviewed at the discretion of the Mechanical Inspector II and/or Chief Mechanical Inspector.

    VETERANS PREFERENCE

    Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

    JOB REQUIREMENTS

  • Knowledge of Mechanical Codes and Standards.
  • Knowledge of materials used in the installation of mechanical systems covered by the Mechanical Codes.
  • Knowledge of operation and maintenance requirement for various types of boilers.
  • Knowledge of and skill in following safety procedures.
  • Skill in assessing the overall condition of different types of boilers.
  • Skill in recording information accurately.
  • Skill in communicating verbally and in writing using tact and diplomacy.
  • Skill in reading and interpreting blueprints, plans, and drawings.
  • Ability to interpret and apply knowledge of Mechanical Codes to work performed.
  • Ability to conduct ground, overhead, and final inspections.
  • Ability and willingness to enforce Oklahoma City Mechanical Codes.
  • Ability to work independently in the performance of assigned tasks.
  • Ability and willingness to make objective decisions.
  • Five years' experience as a licensed mechanical journeyman in a municipality of 20,000 or larger population.
  • Possession of a valid State Mechanical Journeyman License.*
  • Possession of a valid driver license (Operator).
  • *NOTE: City Ordinance (Chapter 29 Mechanical Code, Section requires that the employee possess the following and that it has been in force for five (5) years. Valid State Mechanical Journeyman Licenses in air conditioning, process piping, refrigeration, heating, gas fitting, and sheet metal.

    NOTE: State Law and/or City Ordinance require that the employee possess or obtain a permanent State Mechanical Inspector License within one (1) year of hire/promotion/transfer/demotion. If an individual who is selected does not possess a permanent State Mechanical Inspector License, that individual will be classified as a Provisional Trades Inspector and be compensated at the Provisional Trades Inspector salary range until such time as the license is obtained. Continued employment is contingent upon obtaining a State Mechanical Inspector License within one (1) year from the date of hire/promotion/transfer/demotion.

  • WORKING CONDITIONS

  • Outside, frequently exposed to heat, cold, humidity, rain, etc.
  • Occasionally works on or around slippery surfaces such as wet floors in boiler rooms, etc.
  • Intermittent to occasional work in areas where temperature is above 90 degrees.
  • Exposed to temperature changes of 20 to 30 degrees or more when entering or leaving boiler rooms.
  • Exposed to high humidity in boiler rooms.
  • Occasionally required to work on ladders, platforms, or mechanical systems twelve (12) feet or more above ground level.
  • Frequently required to work in confined or cramped body positions when conducting inspections on mechanical systems.
  • Will work near objects such as vehicles, construction equipment, and mechanical systems.
  • Frequently exposed to steady and loud noises caused by construction equipment and mechanical systems.
  • Will work around steam boilers where internal boiler temperature can be as high as 325 degrees.
  • Occasionally exposed to large amounts of dust at construction sites.
  • Occasionally exposed to poisonous spiders, bee/wasp stings; poison oak and ivy and pollen which may cause allergic reactions; may also be exposed to toxic gases.
  • May work near equipment that under certain conditions may explode, i.e., operating high pressure boilers under 60 to 100 pounds of pressure.
  • Will work near mechanical and electrical systems that can produce electrical shocks.
  • Occasionally required to work irregular hours including weekends and holidays and be on 24-hour call.
  • Local travel on a daily basis.
  • Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

    PHYSICAL REQUIREMENTS

  • Strength enough to climb into and out of mechanical systems and carry a ladder weighing up to 40 pounds.
  • Flexibility and balance enough to conduct inspections of mechanical systems while standing on a ladder.
  • Extent flexibility and mobility enough to bend, twist, and crawl around mechanical systems to complete inspection duties.
  • Mobility enough to continuously move oneself from place to place.
  • Near vision enough to read items such as blueprints, code books, manufacturers manuals, labels, etc.
  • Far vision enough to drive a vehicle on the street and highway.
  • Hearing enough to understand conversation in a noisy environment and to be able to communicate in person, by telephone, and by two-way radio.
  • Speech enough to communicate in person, by telephone, and in a noisy environment.
  • OTHER DETAILS

    Note: An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better. Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted. The eligibility list will be in effect for 180 days from the date of the final selection procedure and will be used to fill future vacancies.

    Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.

    Background Investigation, Drug Testing, Physical Examination: Upon a conditional offer of employment/acceptance of position, the City of Oklahoma City will conduct a criminal history background check for external applicants. Applicants will be provided contact information for any third-party reporting agencies used to collect background information in connection with conditional offers of employment.

    If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

    If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

    If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
