    Job Description:

    Analyze requisitions and select proper procurement method

    Develop specifications and evaluate bids and proposals

    Develop sources of supply

    Conduct pre-bid, pre-proposal and post-award conferences

    Enter orders into eVA

    Investigate questionable charges and perform annual detailed procurement audits

    Monitor and evaluate vendor performance ensure vendor compliance with quality and applicable terms and conditions

    Initiate default actions

    Advise and provide training to VMI personnel on proper procurement procedures

    Prepare and issue complex procurements in accordance with applicable regulations

    Ensure procurement files are properly documented and in compliance.

    Salary based on qualifications and experience, and includes a competitive benefits package.

Minimum Qualifications Ability to work independently

    Strong oral and written communication skills and organizational skills

    Computer proficiency with Microsoft Office products Preferred Qualifications Graduation from a College or University with a degree in business or related field is preferred; however, High School graduate or GED with prior extensive procurement experience may substitute for college degree

    Purchasing experience in a higher education setting or Commonwealth of Virginia procurement

    VCO /VCCO /CUPO Certification

    Experience in IT procurement
