Duties:


As a Technical Director in CISA's Cybersecurity Division (CSD), you will support the Capacity Building (CB) Associate Director on all current and future technology matters providing leadership on technical, engineering, and architectural activities.

You will also act as an official liaison to the CSD Office of the Technical Director (OTD) ensuring technical alignment with CSD's strategic goals in support of CISA-wide missions and activities.


Within CSD, CB is specifically focused on equipping our customers (i.e., building their capacity) to manage cybersecurity risks and increase resilience to everchanging threats.

This includes offering externally-facing cybersecurity shared services, capabilities, and tools for use by a diverse set of organizations at varying levels of maturity.

CB executes the Continuous Diagnostics and Mitigation (CDM) Program, which provides over 30 individual cybersecurity capabilities deployed to Federal Civilian Executive Branch (FCEB) agencies and a managed service offering for small and micro agencies.

CB also operates the Protective Domain Name Service (DNS) Resolver, Vulnerability Disclosure Policy (VDP) Platform, Cyber Threat Intelligence Sharing, and.

Gov Top Level Domain shared services, among others.

CB is seeking a Technical Director who can successfully shape its technical offering portfolio to drive national risk reduction and feed into CISA operational mission success.


  • Lead the technical vision, architectural strategy, and weighing competing requirements for externallyfacing cybersecurity shared services and capabilities to meet the needs of a diverse set of customer organizations.
  • Lead CB's operational requirements, recommendations, assessments, and governance of mission tools and subdivisionspecific use cases for CISA enterprise tools.
  • Maintain awareness of the technical performance of the cybersecurity tools and systems necessary for CSD mission success.
  • Ensure technology products and services integrate with other CISA systems.
  • Oversee data stewardship of CB data sets ensuring data availability and integration with other subdivision data sets.
  • Recommend technical training and development requirements and activities to enhance the CB workforce, particularly strengthening the breadth and depth of expertise within CB's Architecture and Engineering Center of Excellence.
  • Participate in CSD technical decision making with other subdivision Technical Directors and OTD staff, including serving as the subdivision's primary representative on the CSD Architecture Committee.
  • Participate in CSD technical strategy development and implementation planning, including advancing subdivision progress against strategic initiatives and adhering to guiding principles and engineering governance frameworks.
  • Ensure CB's alignment to CISA and CSD technology governance processes.

Requirements:


Conditions of Employment:


  • You must be a U.S. Citizen or national.
  • You must be 18 years of age.
  • Must be registered for the Selective Service (if you are a male).
  • Must be able to obtain and maintain a Top Secret/SCI security clearance
  • Must be able to submit to a drug test and receive a negative result.
  • Must be able to comply with ethics and standards of conduct requirements, including completing any applicable financial disclosure.
  • May be required to serve a 3 year probationary period.

Qualifications:


  • 15 + years of cybersecurity work experience,
  • 5+ years of leadership experience, and Are capable of serving as an executivelevel cybersecurity manager who serves as a Component senior functional authorityor DHSwide leader
- and oversees multiple, highly visible Component or DHS cybersecurity programs.

Applicants for this position should possess at least three of the following:

  • Experience architecting, engineering, and fielding cybersecurity technical solutions leveraged by multiple customer organizations (e.g., managed service, product offering, multi-enterprise capability)
  • A demonstrated ability to collaborate across organizational lines in a complex and dynamic organization, including the ability to translate between strategic stakeholders and deeply technical staff to drive consensus.
  • A comprehensive understanding of the cyber threat landscape, emerging cyber issues, cybersecurity technology market, and challenges faced by governmental and private industry partners.
