JOB DESCRIPTION:


The ELRC STARS Manager is responsible for the oversight of those actions and activities that facilitate child care programs in the progression through Keystone STARS levels to achieve and maintain high quality.

The STARS Manager supports the ELRC Director in capacity-building efforts for high-quality early learning settings and is responsible for coordinating the case management activities of STARS Quality Coaching teams and the management of the technical assistance and professional development functions of the ELRC.

The STARS Manager is accountable for key deliverables including provider recruitment and engagement, support to providers in the process of licensure, regulatory referral response, targets for retention and movement, monitoring and designation, and implementation of continuous quality improvement supports.

The STARS Manager works closely with the ELRC Director to plan, resource, implement, coordinate, and evaluate the professional development, designation, and quality coaching system of the ELRC region.

This includes working with other managers and staff to achieve effective integration of all departmental functions throughout the ELRC, management of essential databases, producing project reports, and developing systems for the smooth implementation of professional development, technical assistance, designation, and quality coaching activities.

The ELRC STARS Manager reports to the ELRC Director and primarily operates out of the Early Learning Resource Center office.


RESPONSIBILITIES:


  • Work closely with the Provider Services Manager to implement protocol to promote access to the full array of provider resources, to reduce provider administrative burden, and to accurately determine provider eligibility for grants and awards and efficient distribution.
  • Oversee implementation of the Keystone STARS system, working with Quality Coaching teams to determine and clearly define goals and strategies related to retention, move up, provisions for coaching and TA, and use of supportive services.
  • Ensure data related to Keystone STARS is accurately recorded in the appropriate databases (PELICAN KTQ, PD Registry, etc.).
  • Analyze monthly and quarterly reports for emerging trends, current barriers, and demographic breakdowns to respond in time to provider asserted needs.
  • Assist the ELRC Director in stakeholder coordination for local capacitybuilding efforts, including increasing inclusive access to highquality early learning seats and reduction of suspension and expulsion practices.
  • Maintain effective partnership with the ECE PDO to reduce barriers for early childhood educators in pursuing and obtaining creditbearing credentials and degrees.
  • Attend community meetings, OCDEL meetings, and represent the ELRC Quality Team as needed.
  • Support the ELRC Director in developing content and systems to produce reports that can be used for program development and enhancement, in deploying regulatory referral technical assistance, and in maintaining effective community relationships.
  • Support the ELRC Director in meeting grantee requirements and OCDEL ELRC objectives, working collaboratively with ELRC management to confirm that all aspects of the work plan are met and to ensure that clients, providers, and the Region 18 community are served efficiently and effectively.
  • Complete ongoing required and growth professional development to remain current on ELRC policies and procedures, to understand the scope of resources available to regional families, and to develop internal and external collaboration to promote access to the full scope of resources.
  • Develop reports as necessary.

SKILLS:


  • Demonstrated knowledge of Pennsylvania's Keystone STARS Performance Standards and implementation protocol.
  • Demonstrated skills in and/or knowledge of project management, fiscal management, relevant technology, and professional development.
  • Must be familiar with data systems to include PELICAN KTQ and the PD Registry.
  • Ability to analyze, synthesize and evaluate concepts and information.
  • Ability to formulate and carry out effective work plans.
  • Ability to facilitate the coordination of multiple tasks and manage a variety of projects simultaneously.
