    Description


    The Massachusetts Department of Public Health is seeking a qualified individual dedicated to public health, quality of life and safety to oversee and conduct data analysis as well as collaboratively facilitate quality improvement across the Bureau and with health care facilities.

    Position provides guidance for analytical and evaluation activities; conducts epidemiological and statistical analyses of data to determine trends; recommends standards for and conducts data quality assurance and control; prepares and presents statistical and epidemiological reports; defines epidemiological and QI criteria for generation of reports to providers for purposes of health surveillance and quality improvement; and presents evidence-based analyses to inform the development of regulations and policies.

    / / /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Creates weekly database extracts to produce online reports of Nursing Home Survey Performance Tool.

    Facilitates data system transitions and updates to ensure integrity of Nursing Home Survey Performance Tool.

    * Assists in data analysis and reports on health care capacity, provides recommendations and methodologies to support healthcare capacity strategy among long term care settings.

    * Conducts epidemiological and statistical analyses of state and federal databases to determine rates, proportions, trends, incidence and prevalence of health-related topics.

    * Assists in the management of federally required and supplied MDS/OASIS systems including working with CMS as local liaison in maintaining operation of reporting applications and connections.

    * Assists the Division of Health Care Facility Licensure and Certification by researching, analyzing and designing novel data analysis reports and tools to provide health care information to committees to inform guidelines and/or regulations to ensure high quality of care for patients in Massachusetts health care facilities.

    * Recommends standards for and assists in the conduct of data quality assurance and control. * In collaboration with others, prepares, reviews, and executes statistical analysis plans (SAPs). * Prepares and presents descriptive, statistical and epidemiological reports to internal and external audiences. * Conducts computer-based data analysis using SAS, Excel, and ArcGIS. * Creates, modifies, and monitors data collection projects built in REDCap. * Prepares and presents evidence-based analyses to inform the development of regulations and policies.

    / // * Extensive experience in surveillance and research in public health. * Extensive experience in quantitative data analysis (using SAS and Excel) and in applying analysis and research to policy development in public health. * Demonstrated experience with reports and dashboards using Tableau and/or Power BI. * Ability to analyze and determine the applicability of epidemiological data, to draw conclusions and make appropriate analysis recommendations. * Knowledge of federal and state laws and regulations governing licensed healthcare entities. * Awareness of geospatial data analysis including experience using ArcGIS or a similar mapping software solution. * Knowledge of the principles and techniques of data quality assurance and control. * Knowledge of the principles and techniques of auditing of data transactions. * Ability to adjust to evolving circumstances to meet emergency or changing program and production requirements.

    Substitutions:
    I.

    A Bachelor's degree with a major in epidemiology, biology, biostatistics, toxicology, environmental science, environmental health, ecology, public health, chemistry, virology, immunology, bacteriology, microbiology, statistics, or other health-related field may be substituted for a maximum of two (2) years of the required (A) experience.

    II. A Master's degree or higher with a major in epidemiology, biology, biostatistics, toxicology, environmental science, environmental health, ecology, public health, chemistry, virology, immunology, bacteriology, microbiology, statistics, or other health-related field may be substituted for a maximum of three (3) years of the required (A) experience and one (1) year of the required (B) experience.
    • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

    NOTE:
    Educational substitution will only be permitted for a maximum of one (1) year of the (B) experience.
