    Program Analyst with Security Clearance - Warren, United States - Department of the Army

    Description

    Duties * Serves as a senior level program analyst in the Integrated Logistics Support Center (ILSC) with wide-ranging responsibilities in the evaluation and improvement of management processes, procedures, and practices * Independently plans, develops, conducts, or directs management studies and surveys with primary emphasis on mission assignments, functional operations, organizational development, and manpower staffing.

    * Determines appropriate methods for and conducts surveys and analyses of workforce requirements and manpower utilizations. * Resolves conflicting issues and works with staff and operating managers to ensure surveys accurately document mission needs. * Recommends redistribution of manpower resources based on survey findings and in consonance with program requirements and command priorities.

    * Develops manpower and personnel staffing policies and criteria to ensure optimum use of resources and to overcome shortcomings in utilization.

    * Analyzes, evaluates the impact of, and implements new manpower management concepts such as Managing the Civilian Work Force to Budget (MCB).

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

    * This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

    Specialized Experience:

    One year of specialized experience which includes Aiding in developing recommendations on manpower staffing; reviewing and analyzing data evaluating manpower and organizational changes; Reviewing and analyzing data evaluating manpower and organizational changes; Utilizing a variety of automated systems to support the organization.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

    Grade Requirement:

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

    Education This job does not have an education qualification requirement.
