- Lead the planning, research, development, demonstration, and deployment strategies for a national water power technologies program. Provide technical expertise and all programmatic direction related to DOE-sponsored hydro power and MHK activities. Manage the formulation and integration of the scientific, engineering, and technical requirements and market analyses necessary to structure an effective water power research and development program.
- Oversee the development and implementation of multi-year program plans and annual operating plans and manage the application of assigned resources to effectively achieve planning objectives. Develop out-year budget justifications for Congress, defend these budgets, and approve and manage the use and distribution of funds.
- Identify and interpret legislative requirements for water power technologies and manage the implementing activities that satisfy these needs. Oversee the development and implementation of water technologies transfer plans; the review, evaluation, and modification of technology transfer performance; and coordination with the DOE Power Administrations, Army Corps of Engineers, Department of Interior, and other Federal and State agencies to develop deployment and regulatory strategies for new hydropower and MHK sites.
- Oversee development of water power technology assessments and analyses, including environmental, scientific, engineering, and programmatic considerations for support of policy development, legislative proposals, Administration initiatives, and industry/stakeholder collaborations. Provide policy and analytical support to the DAS-RE and other senior management.
- Manage the transfer of new water power technologies to industry and other private sector partners via public-private partnerships to which all parties contribute to the cycle of strategic input, technical concepts, funding for and participation in research and development projects, including project review, oversight, and feedback.
- Oversee hydropower and MHK research performed by DOE national laboratories, universities, and industry partners. Establish critical peer review processes to provide feedback regarding a DOE water power vision, technical approach, and strategic program goals.
- Integrate and coordinate activities of WPTO with activities of other DOE offices to meet national needs and program priorities. Oversee development of responses to queries from DOE senior leadership, White House, Office of Management and Budget, Congressional committees and subcommittees, and others for assigned technologies.
- Serve as the U.S. representative for participation in matters related to the international water power community, including cooperative research and development, exchanges of technical information, conferences, workshops, and summit meetings.
- Maintain close contact with domestic and international water power technology developers and stakeholders to keep abreast of current issues, trends, and needs.
- Build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
- Direct the internal organization, staffing, policies, and personnel authorities required to carry out Office responsibilities, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs.

The mission of the Water Power Technologies Office (WPTO) is to accelerate U.S. deployment of clean, affordable, and reliable renewable power from the full range of the nation's water power resources to promote national security, economic growth, and environmental quality.
Duties
This position serves as Director of DOE's Water Power Technologies Office, which is a key member of the EERE senior leadership team. The Director oversees research and development of advanced technologies to transform U.S. hydropower and marine and hydrokinetic (MHK) water resources into clean, affordable, and domestically-produced power. The incumbent directs Office activities, frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. The determines the financial and personnel resources needed to achieve mission objectives and support mission operations; identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions. The Director reports to the Deputy Assistant Secretary for Renewable Energy (DAS-RE) and serves as an expert advisor to EERE leadership on hydropower and MHK technologies. Duties include:
