    Description

    Aquatic Engineering & Construction, part of Acteon Group, is a global leader in laying and retrieving flexible and semi-rigid products from the seabed in support of the renewables, oil and gas and telecommunications markets. The company has proven ability in shallow and deep water, and extensive experience of off- and onshore installations, transpooling, recovery and decommissioning.


    Aquatic is currently looking to add a Proposal Specialist to the team on a full-time, permanent basis in Houston. The Proposal Engineer is responsible for the coordination and preparation of proposals for Americas & EMEA regions in accordance with policy and process. They will act as the primary point of contact and information source (both internally and externally) from receipt of inquiry until award of contract.


    Duties

    • Develop a solution to address the complete inquiry and engage competent persons within Aquatic to ensure technical, HSE, contractual, etc. sections are fully reviewed and agreed
    • Arrange technical and commercial bid meetings as necessary
    • Clarify technical/equipment requirements with client
    • Complete all proposals in accordance with departmental process, and ensure they are fully aligned to client requirements
    • Assess resource availability in respect of individual inquiries
    • Prepare pricing and budget, including costing resources, verifying resource requirements and scheduling
    • Prepare technical and commercial qualifications and ensure these are incorporated in proposal
    • Coordinate (or prepare) the physical elements of the proposal, ensuring such meets with client requirements or is suitably qualified
    • Issue of RFQ's to subcontractors and analysis of their response as appropriate
    • Undertake post submission clarification of proposal and revisions to proposal following changes to client's requirements
    • Undertake pre-award negotiations with client
    • Conduct internal briefings as necessary
    • Ensure contract is reflective of what has been agreed with the client/included in the proposal
    • Conduct handover briefing to project delivery team upon contract award and ensure effective transfer of key issues, contacts and risks
    • Assure the commercial integrity of each project with respect to profit, risk, commercial exposure, long/short term strategy, and market rates. Demonstrate via adherence to process and project close-out report
    • Ensure proposals are accurate, well presented and issued on time
    • Actively participate in lessons learned exercises and ensure applicable lessons are effectively incorporated into future proposals
    • General assistance to colleagues, where such can be given, to allow their work to progress efficiently, providing information/advice/training, etc. on request
    • Cultivate good working relationships with clients through personal contact
    • Carry out any and all requested tasks at the discretion of Line Manager in the support of department goals and objectives


    Required

    • Bachelor's Degree in relevant discipline or equivalent, preferred
    • Operational offshore or another "hands on" experience would be considered
    • Professional outlook and conduct at all times
    • Excellent communicator, in both written and verbal forms, with effective inter-personal skills involving influencing
    • Strong leadership and willingness to impart knowledge
    • Financial and contractual awareness coupled with sound commercial judgement
    • Strong work ethic, motivated, and solutions orientated
    • Pro-active, with a positive outlook
    • Familiarity with MS Office software packages as well as CRM
    • Ability to anticipate and resolve problems effectively
    • Technically proficient with an understanding of subsea market
    • Demonstrable experience in a similar offshore industry role, preferably in Marine Engineering and Construction, in particular flexibles, flowlines, risers, umbilicals
