    Job Summary

    *Telework (Within Minnesota or Neighboring States) and flexible hours options are available.

    This position assists the Behavioral Health Division's efforts to provide leadership, direction, and coordination to develop strategies that administers, manages, and monitors the Tribal/American Indian Urban mental health respite care grants. Additionally, this position involves providing policy direction to the Behavioral Health Division in statewide clinical program planning, and technical assistance to Tribal Governments and American Indian mental health projects and providers who are improving, integrating, and redesigning their mental health delivery system for adults who have a serious mental illness and children with severe emotional disturbances, including respite care services.

    Some responsibilities include, but not limited to:
    • Administers, manages, and monitors the Tribal children's mental health respite care grants.
    • Improve the delivery of Medicated Assisted Treatment services residents in Minnesota. Provide technical assistance (TA) to grantees and how this affects funding for treatment services for those attending Medicated Assisted Treatment. Provide technical assistance to grantees by 1) providing bidders conference for Requests for proposals that originate with the Behavioral Health Abuse Division, grants team, and American Indian section. 2) TA on process evaluation (i.e., MDS)
    • Improve the delivery of substance abuse services to American Indians in Minnesota. Provide technical assistance (TA) to tribal and county placing authorities and providers. Monitor Behavioral Health Fund placements and expenditures through the Medicaid Management Information System (MMIS). Provide technical assistance to tribal and urban American Indian grantees by 1) providing bidders conference for Requests for proposals that originate with the Behavioral Health Division, grants team, and American Indian section. 2) TA on process evaluation (i.e., MDS), 3) TA for substance abuse prevention specialists working with American Indians. Informing all tribal and other partners/clients when system changes are occurring and how those changes may affect tribes and urban programs.
    Qualifications

    Minimum Qualifications

    To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

    Three (3) years of professional experience managing Tribal/American Indians Urban grants.

    Experience must demonstrate:
    • Knowledge of culturally specific invention models related to mental health treatment services.
    • Experience managing mental health related grants.
    • Understanding of Minnesota Health Care Programs to include Medical Assistant, General Assistance Medicare, and Minnesota Care.
    • Lived experience in an Urban American Indian community or experience working with American Indian communities providing services.
    *Bachelor's degree in public health, behavioral health, or another closely related fields may substitute for one (1) year of work experience.

    **Master's degree public health, behavioral health, or another closely related fields may substitute for two (2) years of work experience.

    Preferred Qualifications
    • Variety of experiences working effectively with others from different backgrounds and cultures.
    • Experience working with local tribes and/or American Indian Organizations and Programs.
    • Actively involved in the American Indian's communities.
    • Trained at facilitating group dynamics and coalition building to reach a consensus.
    • Background in human development, counseling, substance abuse and mental health, and prevention theories.
    • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
    • Ability to give presentations and to facilitate discussions to guide, solicit and explore diverse perspectives.
    Additional Requirements
    • Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
