    In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

    Job Summary

    *** Telework (Within Minnesota or neighboring states) and flexible hours options are available.***

    **Travel is required 25% of the time throughout the state to monitor and support grantees. There is also as some travel to local and national conferences and trainings.

    The Community Action Grant Manager for the Office of Economic Opportunity (OEO) plans, develops, organizes and manages policy and program development for Community Action, asset building, financial education, and self-sufficiency initiatives.

    In this position you will:
    • Manage and monitor federal, state and private funds to expand entrepreneurial self-sufficiency initiatives and to build the capacity of nonprofits engaged in these initiatives.
    • Direct, plan, organize and manage policy and program development for Community Action, asset development, financial education and economic opportunity activities.
    • Initiate, build and sustain strategic partnerships essential to carry out the mission of the office and advancing innovative policy and program initiatives to increase economic self-sufficiency.
    • Direct, organize and manage information-sharing, training and technical assistance to build the capacity of nonprofit agencies.
    • Develop and implements a request for proposal (RFP) process to aid in the distribution of funding that is in compliance with state and federal grant requirements.
    Qualifications

    Minimum Qualifications

    Three (3) years of professional experience in a human services/social services setting in which at least two (2) years are experience working with programs serving low-income populations. Experience must demonstrate:
    • Experience working with, nonprofit organizations and/or tribal nations.
    • Grant or program management experience with state and/or federal funding streams.
    • Experience working with low-income populations.
    • Knowledge of racial justice and the impact of racism on poverty.
    • Experience working with diverse communities.
    • Working knowledge of Excel.
    Preferred Qualifications
    • Experience in local, state, or federal policy field.
    • Knowledge of Community Action.
    • Lived experience with anti-poverty programs or benefits.
    • Effective oral and written communication skills.
    • Strong interpersonal skills, with an emphasis on training, public speaking, and ability to establish rapport with a wide range of people.
    • Variety of experiences working effectively with others from different backgrounds and cultures.
