    About the Position:
    The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Responsibilities Develops and implements procedures and methods to accomplish CPI programs.

    Maintains contact with Government agencies, private industry, and academia to remain abreast of the latest policies/techniques for evaluating and improving production efficiency.

    Briefs senior managers on the success and implementation of the CPI program. Maintains data regarding recommendations for improvements and monitors status to ensure actions accord with implementation strategies and schedules.

    Develops information papers, briefings, and presentations and assists with implementation meetings, including contacting key personnel, notetaking, and preparation of minutes.

    Eligible In order to qualify, you must meet the specialized experience requirements described below.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

    You will receive credit for all qualifying experience, including volunteer experience.

    Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    Specialized Experience:
    One year of specialized experience which includes: 1) Utilizing automated systems to enter, correct, and/or retrieve information used to assist in preparing forms and/or reports; 2) Assisting coworkers/team in planning and/or coordinating projects to improve quality, efficiency, productivity and/or effectiveness of the organization; This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07)


    OR Education:

    Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, industrial engineering.


    OR Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12.

    Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.

    Add the two percentages. GS-11:

    Specialized Experience:
    One year of specialized experience which includes: 1) Assisting management in planning and/or coordinating projects to improve quality, efficiency, productivity and/or effectiveness of the organization; 2) Analyzing, reporting, and/or providing recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process controls. 3) Providing guidance, training, and/or assistance for customers, team, and or management on quantitative and qualitative techniques, quality process improvement, cost benefit analysis, and project management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)


    OR Education:
    Ph.

    D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
    business administration, industrial management, industrial engineering.

    OR Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12.

    Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

    Add the two percentages.

    You will be evaluated on the basis of your level of competency in the following areas:

    Oral Communication Organizational Awareness Written Communication Time in Grade Requirement for the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

    Time in Grade Requirement for the GS-11 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

    Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

    You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
