WHAT IS THE Facilities Management and Security ServicesDIVISION?**Vacancies will be filled in the following specialty areas:Facilities Management and Security Services Business Solutions

The following are the duties of this position at the full working level.

  • Analyzes, plans, programs and coordinates projects. This includes developing scopes of work, preparing designs and specifications, creating advisability and functional impact analyses, developing feasibility studies, project schedules and cost and budget estimates
  • Reviews, evaluates, corrects and/or approves design submissions, contract specifications, cost proposals including direct labor and other costs, and materials submitted by contractors under IRS or GSA contracts for completeness, accuracy, adherence to IRS standards, code compliance and effectiveness for the project.
  • Monitors technical aspects of contractor's performance to assure that performance is strictly within the terms, conditions, and scope of contract. Reviews contractor invoices, certifying their approval and recommending payment if they accurately reflect deliverables that have been completed and accepted. Coordinates contractual issues with the contracting officer.
  • Conducts field investigations to obtain technical information. Inspects construction in progress to ensure compliance with contract documents.
  • Provides technical advice and assistance to field and/or headquarters offices. Prepares and presents status reports on assigned projects. Coordinates and schedules meetings, progress submittals and review sessions between the field and A/E support services contractors

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; _Unexpired _U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS240))
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be

Qualifications

  • Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to fulltime work; parttimework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

A bachelor's degree at an accredited college or university in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

  • The adequacy of such background must be demonstrated by at least one of the following:
  • Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in the above paragraph.
  • Experience: One (1) year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture.
  • In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:


SPECIALIZED EXPERIENCE GS-13**:

To be eligible for this position at this grade level, you must meet the following requirements.

In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
