Substance Use Data Analyst


The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers.

To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city.

It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives.

These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.


PROGRAM OVERVIEW

The Bureau of Alcohol and Drug Use Prevention, Care and Treatment (BADUPCT) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers.

BADUPCT develops, implements, and evaluates interventions and prevention strategies through contracting of treatment, recovery, and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration.

The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities.

The Research and Surveillance unit conducts alcohol
- and drug-related surveillance, program evaluation and research, maintains databases, designs research protocols, produces reports, writes scientific articles for peer review journals, and facilitates program and policy development.

This position will be funded through OD2A, via a five-year cooperative agreement with the Centers for Disease Control. This position is housed at the New York City Department of Health and Mental Hygiene in Long Island City.


POSITION OVERVIEW

The Substance Use Data Analyst will support the enhancement of substance use surveillance epidemiology in New York City, through the analysis of multiple datasets, including Emergency Medical Services (EMS) data and Prescription Drug Monitoring Program (PDMP) data as part of OD2A.

The Substance Use Data Analyst will provide support for day-to-day substance use surveillance in the Bureau of Alcohol and Drug Use Prevention, Care, & Treatment.

The work will span data analysis, reporting, and dissemination.


RESPONSIBILITIES
Under the direction of the Real-time Surveillance Manager, with latitude for the exercise of independent judgement and initiative, the Substance Use Data Analyst will:

  • Conduct analyses of Emergency Medical Services (EMS), syndromic, mortality, and other surveillance datasets to understand trends and descriptions of drug-related issues in NYC
  • Contribute to the design of data management, monitoring, analyses, and visualizations.
  • Assist with development of analytic plans, protocols, and workflows.
  • Participate in routine team and projectbased meetings and have the opportunity to join equityrelated workgroups and projects.
  • Stay uptodate on relevant drug and alcoholrelated research, policy, and news; conduct literature reviews; alert team to noteworthy updates.
  • Create and format publicationquality data tables, and reports for internal and external use.
  • Present data in written and oral form, to internally and external audiences.
  • Perform all other responsibilities and projects as assigned by supervisors.

QUALIFICATIONS

  • A Master's degree in epidemiology or similar field
  • Demonstrated analytical and problemsolving skills
  • Excellent computer skills, including MS Office; experience with data visualization and effective reporting of results
  • Excellent organizational skills and attention to detail
  • Passionate about conducting analyses with the end goal of reducing drugrelated morbidity and mortality in New York City
