PROGRAM OVERVIEW

The Bureau of the Agency Chief Contracting Officer (ACCO) partners with personnel throughout the Agency to procure quality goods and services, at fair and reasonable prices, in accordance with the City Charter, Procurement Policy Board Rules and Directives issued by the Mayor's Office of Contract Services.

ACCO provides training, written and verbal technical assistance, and creative solutions to ensure that the procurement needs of DOHMH are met in a responsible manner; including emergency procurement services related to ongoing COVID-19 response/pandemic planning and support.


POSITION OVERVIEW


The Procurement Systems Coordinator will serve as the bureau business administrator of DOHMH's Contract and Purchasing Management Systems, and will be the bureau's key liaison with colleagues within and outside the agency in matters concerning City procurement systems.

In this capacity, the Procurement Systems Coordinator will ensure that procurement systems are optimized to support mission critical work.

DOHMH relies on multiple automated systems, internal and external to the agency, to process, track, process and report out procurement data.

The person who fills this position will work with IT to ensure that all internal systems are maintained or upgraded for these tasks, and this person will also work with the agency's procurement personnel to ensure that they have appropriate technical support from colleagues outside of the agency to ensure that procurements are processed efficiently.


RESPONSIBILITIES

  • Serve as the bureau business administrator of DOHMH's Contract and Purchasing Management Systems by providing technical assistance, explaining business logic, developing and delivering user trainings/informational sessions, and helping to develop long term solutions for changing business needs.
  • Provide general support of Finance contracting and procurement systems; both internal and external
  • Liaise directly with internal and external counterparts to effectively coordinate systems and ensure efficient procurement processing. These include counterparts in DOHMH's IT Division, DOHMH Finance bureau IT liaisons, and the Mayor's Office of Contract Services (MOCS)
  • Retrieve and analyze contracting, procurement, and financial data from DOHMH Finance databases for reporting purposes.
  • Carry out special projects and develop research standards
  • Perform other related tasks as assigned by the management staff

QUALIFICATIONS

  • At least a Bachelor's degree in health analytics, data analytics, computer science, public health, public administration or related field
  • At least 2 years of experience developing and testing software/platforms and or systems
  • Advanced understanding of Microsoft Excel including advanced formulas, conditionals, pivot tables, visualization and chart generation. Proficiency in MS PowerPoint.
  • Capacity and willingness to learn new software and system platforms

SALARY
Salary range is $62,000 to $66,000
