Job Summary:


An excellent hybrid opportunity exists within the Estimating & Pricing (E&P) organization, supporting programs with Land and Air Defense Systems (LADS) Strategic Business Unit (SBU), specifically the Precision Fires & Maneuver (PF&M) Sub-strategic Business Unit (SSBU).

In this organization, the employee will be responsible for the preparation of various types of proposals for development, production, and competitive contracts including modifications to existing contracts.

In addition, the estimating organization supports gate reviews, government audits and negotiations with the customer.

The Principal Proposal Specialist is viewed as an seasoned analyst and has the opportunity to use his/her previous experience to lead complex assignments and provide guidance to other teammates.

Responsibilities to Anticipate:


  • Support the development and understanding of proposals
  • Work with other functions from across the company to develop the labor, material and other direct costs associated with proposed contracts
  • Utilize company estimating and pricing programs and tools
  • Develop detailed Request for Estimates which are used to kick off proposals
  • Provide estimating support for the development of Basis of Estimates to include validating and analyzing actuals, ensuring consistency within task descriptions, and confirming estimating approach is sound
  • Prepare and present limited complexity Gate 4 charts for program/company leadership review of proposal information
  • Ensure proposals comply with basic FAR and internal requirements
  • Assess and formulate potential solutions leading to a thorough proposal submittal
  • Ability and willingness to gain special access clearance to work activities as appropriate.
  • Provide mentorship for junior estimators, assist frontline manager with senior level estimating duties.

Basic Qualifications:


  • Typically requires Bachelor's degree and five (5) years of prior relevant experience OR an Advanced degree and three (3) years of relevant experience
  • Experience with Microsoft Office products (Word, PowerPoint, Excel)
  • Experience with Excel (i.e., basic formulas, lookup functions, pivot tables, filtering/sorting, etc.)
  • Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals

Preferred Qualifications:


  • Possess good investigative abilities
  • Strong organization skills
  • Demonstrated ability to consistently meeting deadlines in a schedule driven environment
  • Effective planning and scheduling skills that lead to the completion of proposal efforts in accordance with customer and company requirements
  • The ability to work well in teams, with peers, and management
  • Effective oral and written communication skills
  • Basic working knowledge of the ProPricer pricing tool is desired but not required
  • Active Secret Clearance is a plus, but not required
