Job DescriptionThis job entails important clerical work in the Register of Deeds office, primarily with legal documents. The main areas of operation are real estate recordings and vital records. Responsibilities in real estate area include recording various legal instruments pertaining to real estate / real property, such as deeds and deeds of trust; then, filing and indexing those documents based on applicable NC General Statutes. The Deputy Trainee will complete a six-month training program before taking an oath of appointment to serve as a Deputy Register of Deeds.
Once fully trained and sworn-in, the Deputy Register plays an indispensable role in the real estate transactional process. The Deputy's daily work includes proofreading, correcting, verifying, and releasing legal documents to the public. Work in this job requires accuracy in minute detail in an error-free environment.
The other primary area of duty is vital records, which includes birth, marriage and death records. The Deputy issues marriage licenses to prospective couples and processes the marriage certificate after the licenses are returned. Furthermore, the Deputy makes certified copies of all vital records for customers after verifying identification and legal authority for the release of the information.
Besides real estate and vital records, the Deputy is responsible for recording military discharge paperwork for Veterans and issuing copies to authorized recipients. Deputies fill in for the Register of Deeds when the Register or his Assistant are not available. In this capacity, the Deputy will administer oaths to Notary Publics and file appropriate paperwork with the Secretary of State's office in Raleigh.
Additional duties include conducting research for customers or special projects to improve recordkeeping in the office and provide access to the public records. The Deputy will display a sound knowledge of NC law governing the Register of Deeds office. There are over 1500 pages of NC General Statute (NCGS) laws and regulations to know and implement in the office. Initiative and judgment are required in performing duties within statute parameters and applying related laws in a customer service setting.
The Deputy operates under the supervision of the Register of Deeds who evaluates the Deputy's performance of duties. This position requires high precision and attention to detail since accuracy is paramount in the zero tolerance for error setting. The Deputy must have proficiency in information technology skills, as well as interpersonal skills dealing with the public, co-workers, and management.
