    The Department of Military and Veterans Affairs, Division of Alaska Army National Guard Facilities is recruiting for a Water Resources Program Manager (Environmental Program Specialist 3) position

    The position is available to All Applicants.

    This position provides professional management of the Alaska Army National Guard (AKARNG) Water Resources program and serves as subject matter expert for all things water resources-related.

    You could have the responsibility to plan, design, schedule, and execute major water resource programs and projects; this includes project planning, documentation preparation, contract solicitation and management, and file management.

    You may be expected to work as part of the environmental compliance branch, supporting the DMVA Facilities Management Office and AKARNG operations.


    Mission and culture:
    Our section's primary mission is to provide environmental oversight and management for the 18 AKARNG locations statewide. We accomplish this through staff training, soldier engagement, compliance site visits, and providing timely and accurate regulatory guidance. Our team helps keep the AKARNG mission-ready for State and Federal service.

    The working environment you can expect:
    This full-time, permanent position is located at Joint Base Elmendorf-Richardson (JBER) in Anchorage.

    While mostly an office job, the successful candidate will be expected to travel statewide to large and small communities with other staff members to assess facilities for environmental compliance.

    This will generally consist of 4 or more one day trips and 1 or 2 overnight trips per year depending upon section staffing and needs.

    The incumbent will work with other State employees, AKARNG members, federal employees, and contractors on a regular basis.


    Who we are looking for:
    In addition to the minimum qualifications, the ideal candidate will possess the following competencies:

    Environmental Engineering:

    Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.


    An example of the competency is considerable knowledge of the Clean Water Act, Safe Drinking Water Act, Spill Prevention, Control, and Countermeasures Plans, Storm Water Pollution Prevention Plans, and other associated laws, regulations, requirements, and documentation.


    Technical Expertise:

    Effectively applies technical knowledge to solve a range of problems; develops technical solutions to new or highly complex problems that cannot be solved using existing methods or approaches; is sought out as an expert to provide advice or solutions in the technical area.


    An example of this competency is having an understanding of the conceptual processes of Storage Tank Management, including the identification of regulatory compliance issues and maintenance required to provide reliable systems for storing critical petroleum-based commodities at rural and urban AKARNG facilities.

    Minimum Qualifications

    Any combination of education and/or experience that provides the applicant with the following competencies:

      Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

    • Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
    • Decision Making -

      Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.

    • Oral Communication -

      Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.


    Equivalent to those typically gained by:


    A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.


    AND


    Professional experience developing knowledge and skills in environmental regulations, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities.

    A copy of the following is required:

    • Valid Driver's License-REQUIRED
    if you have earned either of the certifications below, please provide a copy at the time of interview. If you do not have these certifications, the supervisor will assist you on how to earn them.


    • Certified Erosion and Sediment Control Lead (CESCL).
    • Procurement Officer Level 1/2.
