Summary of Job Duties
The Program Associate- Community, Workforce, and Economic Development works with nonprofits, business leaders, community organizations, philanthropic funders and key stakeholders to support inclusive community, workforce, and economic development by (1) planning and executing Extension's major community, workforce, and economic development programs; (2) utilizing applied research to strengthen programs and strategies; (3) collaborating with key community leaders, stakeholders, nonprofits, and business leaders to build shared value strategies which advance our goals for sustainable, inclusive community leadership capacity.
The Program Associate- Community, Workforce, and Economic Development operates in an independent, decision-making role and reports to the Assistant Professor- Community, Workforce, and Economic Development. This position assists the Assistant Professor and Community, Workforce, and Economic Development Team in planning, facilitating, and implementing initiatives including but not limited to asset-based community development, broadband digital literacy, workforce development, and local community-driven capacity building that empower local community and economic growth. This position also assists with planning and implementation of workforce resources and programming focused on community leadership and workforce development.
The Program Associate will make an impact by
1) Shaping and implementing a capacity building strategy for inclusive community development including asset-based community development, workforce development, other related applied research approaches with a focus on the unique role Extension and Community Professional and Economic Development in rural Arkansas communities.
2) Designing, implementing, and evaluating the Cooperative Extension community, workforce, and economic development initiatives with an emphasis on broadband digital literacy, and workforce development.
3) Building the capacity of Extension agents and community-centric partners to implement community and workforce development in their counties and regions.
4) Contributing to creation of the overall strategy to advance equitable, inclusive capacity building in local communities.
5) Continuously learning throughout a process of strategy, prioritization, implementation, applied research, and evaluation.
6) Building strong community-centered partnerships for local impact.
7) Collaborating with and building impact through impactful, inclusive initiatives with the community, workforce, and economic development communities.
Work objectives are coordinated with the Assistant Professor, Community, Workforce, and Economic Development. Project implementation and management are primarily the responsibilities of the Program Associate. Travel is expected throughout the state to implement programming and initiatives. Along with the Assistant Professor, the position will support and facilitate extramural funding opportunities at the city, community, county, regional and state levels as warranted.
Qualifications
Minimum Qualifications
A Bachelor's degree with three years of relevant professional experience, or a Master's degree, is required. Degrees may include agricultural and extension education, family and consumer sciences, community development, economic development, public service, leadership, sociology, urban/rural planning, public administration, or related field.
Preferred Qualifications
Proficiency in Microsoft Office applications, data management, mass communication software, and social media applications.
* Experience developing and delivering quality presentations and other educational outreach.
* Understanding of basic digital skills education.
* Experience in organizing meetings and event planning.
* Experience being a part of cohort educational programs.
* Ability to exercise initiative, make sound judgments and work without close supervision.
* Ability to relate and respond to the needs of supervisors, subordinates and clientele.
Skills
The successful candidate will work closely with extension agents and other Division of Agriculture employees, community leaders, businesses, nonprofit organizations, and others to assess community leadership development opportunities, develop strategies to improve leadership, workforce, and economic development strategies and implement educational programs across the state.
The skills we are looking for include the ability to balance strategic planning and program design, with an ability to build strong relationships and maintain collaborative relationships. We are also looking for someone who is curious, has an orientation towards collaboration, and who has passion for the role that rural, Hispanic, and Marshallese communities can play in creating change. A commitment to equity is essential.
