- Oversees the day-to-day operations of the Payroll Department. Runs the processing of multiple payrolls. Monitors compliance with approved policies and procedures.
- Implements processes that ensure all legally required federal, state and local taxes, Social Security contributions, and other deductions such as contributions to benefit programs are withheld from individual paychecks.
- Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
- Ensures accurate accounting and reporting on all payroll related feeds to auditors. Performs and oversees accurate, correct, and timely payroll reconciliations and audits, and troubleshoots any issues that arise.
- Reconciles and completes quarterly and annual federal and state tax reporting, including Forms W-2 and correction reports as required. Stays current, complies with and provides interpretations on various rules, regulations, laws, contracts and policies. May work with government agencies, benefit providers, auditors and/or other staff to resolve problems and provide requested information.
- Processes payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
- Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
- Maintains or oversees the maintenance of employee records.
- Supervises a work group of payroll staff. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary. Adjusts workloads as necessary.
- Provides constructive and timely performance evaluations.
- Handles discipline and termination of employees in accordance with company policy.
- Identifies and recommends updates to payroll software, systems, and procedures.
- Performs other duties as assigned.
- Bachelor's degree in human resource management or a related field, and at least four years of related human resources, benefits and/or employee benefits administration experience.
- Four years of experience in payroll processing required with two years in a supervisory or management role preferred.
- Knowledge of Payroll laws, codes, rules, and regulations. Principles and techniques involved in payroll preparation, monitoring and control.
- Knowledge of policies, practices and procedures involved in the preparation, maintenance, verification, record-keeping, filing, and processing of payroll records.
- Knowledge of applicable laws, codes, rules and regulations related to assigned activities.
- Knowledge of tax withholding, voluntary deductions, garnishments and fringe benefits.
- Computer proficiency with Microsoft Office (Outlook, Excel, Word and PowerPoint.)
- Experience with HRIS, payroll and benefits databases.
- Proven ability to work effectively in a team environment.
- Ability to maintain a high level of confidentiality.
- Must be proficient in Paylocity or a related payroll system.
- Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
- Ability to understand and communicate benefits contract language.
- Experience working in a union environment is strongly preferred.
- Excellent communication and organization skills.
- Less than 20% travel requirement
