    The City of Santa Clarita is hiring for the position of Senior Acquisition Analyst or Acquisition Analyst depending on skill level and qualifications.

    Under direction of the Parks Planning and Open Space Manager, this position performs complex administrative and analytical duties in acquiring property on behalf of the City, determining ownership and valuation of property; securing property deeds, easements and access rights; arranging for disposal of public land; and providing professional right-of-way consultation for the City.



    Acquisition Analyst Duties and Responsibilities:


    • Develops strategies and programs to strategically acquire land on behalf of the City for the purpose of open space, trails, City land development, etc.
    • Manages, negotiates, executes lease agreements with telecom companies that operate long-term lease agreements on City properties
    • Researches and identifies various acquisition funding sources
    • Coordinates and maintains a complete inventory of the City's real property portfolio
    • Oversees, coordinates, and reviews real property appraisals to ascertain the market value of various classes of real property; reviews appraisals, titles, escrow instructions, purchase agreements and court documents prepared by contractors, attorneys, and others
    • Prepares and reviews right-of-way/real property acquisition plans, schedules, and property cost estimates; monitors right-of-way expenditures, and performs contract administration functions related to right-of-way
    • Prepares property descriptions and completes instruments required to conclude agreements; evaluates donated property; obtains deeds and purchases contracts from property owner
    • Oversees efforts to interpret legal documents and examines title claims to evaluate ownership; checks the accuracy of legal descriptions contained in easement and property acquisition documents
    • Prepares a variety of Council and other reports; maintains accurate real property records and files
    • Coordinates assigned work activities with other City departments, governmental agencies and organizations; may serve as coordinator, facilitator, and point of contact for major and complex property and right-of-way acquisitions

    Acquisition Analyst Duties and Responsibilities:

    In addition to the job duties and responsibilities listed for the Acquisition Analyst position, this level:


    • Negotiates complex agreements for the acquisition, use or sale of property for parks, open space, trails, public streets, alleys, sewers, drains, and capital projects with businesses, private parties, and other governmental agencies
    • Initiates condemnation court orders if sales agreement cannot be secured; recommends settlement terms and course of action to City officials
    • Assists the City Attorney's Office in real estate transactions; maintains accurate real property records and files
    • Represents the City in a wide variety of meetings with local community groups, professional associations, and other local entities as required; establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public
    Education and Experience



    Acquisition Analyst Education and Experience:


    • Two years of experience negotiating the acquisition and sale of real property, appraising market value of property, sale, and management of City-owned real properties, or related experience
    • Bachelor's degree in public administration, business administration, planning, or a related field
    • Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered

    Acquisition Analyst Education and Experience:


    • Four years of experience negotiating the acquisition and sale of real property, appraising market value of property, sale, and management of City-owned real properties, or related experience
    • Bachelor's degree in public administration, business administration, planning, or a related field
    • Possession of a certificate as a Real Estate Appraiser issued by the State of California is
    highly desirable


    • Possession of a Real Estate and/or Broker License is
    highly desirable


    • Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered
    Knowledge and Abilities


    • Strong knowledge of the principles, practices, and methods of real property appraisal, title, and escrow activities; understanding of land use and planning principles; basic engineering terminology and techniques; techniques, terminology and practices related to the acquisition, relocation, economics, and negotiation of agreements
    • Strong knowledge of the applicable federal, state, and local laws, regulations, and policies relating to eminent domain, easements, right-of-way, right-of-entry, real estate's title, and other right-of-way technical, legal, and financial activities
    • Strong knowledge of the methods and techniques for record keeping and report preparation and writing
    • Strong verbal and written communication skills and the ability to explain complex real estate issues and write clear, concise, detailed correspondence and reports
    • Strong interpersonal skills and the ability to build and maintain collaborative relationships with all levels of City staff, other governmental agencies, vendors, outside agencies, private property owners and the general public
    • Strong work ethic and the ability to work both autonomously and within a collaborative team
    • Strong attention to detail and the ability to produce work that is accurate and complete
    • Ability to demonstrate a high level of ethics, integrity, and professionalism
    • Ability to lift, drag, and push files, paper and documents weighing up to 25 pounds

Only degrees recognized by the U.S. Department of Education and accredited by the Council for Higher Education Accreditation will be accepted.

    As a City of Santa Clarita public employee, you may be called upon to work as a Disaster Service Worker (DSW) in the event of an emergency (in accordance with Government Code §§ Before entering upon the duties of employment, all public employees, except those excluded by law, take and subscribe to an oath or affirmation set forth in the California Constitution, declaring them to be Disaster Service Workers in time of need.

    Compensation includes enrollment in California Public Employees' Retirement System as a replacement for Social Security plus a competitive benefits package.

    All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
