Duties:

As a PHYSICAL SCIENTIST at the GS /14 some of your typical work assignments may include:

  • Responsible for planning, integrating, implementing, and evaluating research and development programs and providing technical and program management advice and support of chemical medical countermeasures for defense against chemical weapons in support of the Advanced and Emerging Threats Division.
  • This is a seniorexpert level position, requiring professional understanding of drug development and discovery, chemical threat agents, medical countermeasures, DoD Acquisitions processes, Project and Research Management and a clear understanding of accomplishing all of this within the FDA regulatory process.

  • Travel (up to 25%) is required. Travel may be required to locations within and outside the continental United States. The employee must be willing to comply with each Combatant Command (COCOM) travel medical requirement to include vaccinations.

  • Suitable for Federal employment, determined by a background investigation. Must be able to obtain and maintain a TOP SECRET/SCI security clearance.

  • This is an Acquisition Workforce position in the Engineering and Technical Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every year as a goal and 80 CLPs being mandatory within 2 years.

Qualifications:


  • You may qualify at the GS 14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:


  • Extensive experience (5+years) in Technical Project Management for drug discovery and development research based on expert knowledge in one or more of the technical program areas of chemistry, microbiology, immunology, animal studies, toxicology, and the FDA regulatory process.
  • Extensive experience (5+ years) creating, leading, and assessing complex research and development programs/projects. Planning and directing research to address fundamental scientific questions including gap analysis, strategy development and implementation, and project initiation.
  • Extensive experience (5+years) developing financial plans associated with complex multiproject research and development portfolios and managing financial resources to achieve obligation and expenditure goals and expert knowledge of DoD acquisition policies and procedures.
  • Extensive experience (5+ years) in writing complex technical documents to include reports, strategy documents, and program justifications and presenting facts or ideas to senior government officials. Application of these skills to defining programmatic end states and activities which synergize with internal and externally mandated efforts.
  • Extensive experience (5+ years) in engaging external partners and stakeholders to promote and/or collaborate on programs and portfolio strategies, including international engagements within established and developing partnerships.
