ACCOUNTING SPECIALIST

The State Employees Association of North Carolina (SEANC) is seeking an experienced accounting professional with a commitment to excellent customer service to join our Finance Department.

KEY RESPONSIBILITIES:

The Accounting Specialist performs a variety of accounting tasks related to the receipt and disbursement of funds and recording of all financial transactions in accordance with applicable State and Federal laws and regulations, Generally Accepted Accounting Principles (GAAP) and SEANC policies and procedures.

As a member of a cross-trained team, the Accounting Specialist works collaboratively with other finance team members to accomplish the various accounting responsibilities of the Finance Department.

Work requires frequent contact with District Treasurers and other SEANC members. The position reports to the Chief Financial Officer.
Duties and Responsibilities
Provide technical assistance to District Chairs and Treasurers as needed to meet financial reporting requirements.

Track receipt and conduct review of district financial reports and audits to ensure compliance with SEANC, state and federal laws; notifying leadership of any issues with noncompliance.

Setup recurring bank draft and credit card payments as requested by staff or SEANC member.

Receive incoming calls from SEANC members to facilitate phone payment of dues and member products, and to assist with resolving payment issues.

Prepare and submit invoices to districts or other external parties as needed.
Track receipt of invoice payments; conducting follow-up as needed.
Complete bank deposits and funds transfers and submit journal entries to management for verification and posting.
Conduct monthly reconciliation of banking and investment accounts.
Assist with monthly and fiscal year-end closing.
Assist in compiling and providing information to auditors during annual review.
Facilitate the preparation and submission of unclaimed property reports to the state.

Assist with other special projects as needed to promote SEANCs mission of protecting and enhancing the rights and benefits of current, retired, and future state employees.

Recruitment and Selection Guidelines
Knowledges, Skills, and Abilities
Considerable knowledge of bookkeeping and other accounting procedures using various automated systems.
Ability to maintain security and confidentiality of sensitive financial information.
Ability to independently identify, analyze and correct complex accounting errors.
Ability to interpret and apply external laws and regulations and SEANC policies and procedures to determine compliance.
Ability to use strong judgment skills in analyzing financial statements and making recommendations to management.
Ability to make arithmetical computations using appropriate tools with accuracy and reasonable speed.
Proficiency with Excel and other Microsoft Office products.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively in oral and written forms.
Physical Requirements
Must be able to physically perform the basic life operational functions of grasping, talking, hearing, and repetitive motions.

Must be able to perform medium work exerting up to 15 pounds of force occasionally, to lift and move objects.

Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks, operate a computer terminal, and do required research and analysis.

Prolonged periods of sitting or standing at a desk, working on a computer and answering phone calls.
Desirable Education and Experience

Bachelor's degree in accounting, business administration, or other concentration that would provide a core curriculum in financial accounting coursework from an accredited institution; or Associate degree in accounting from an accredited institution and three years of accounting experience; or High school or General Educational Development (GED) diploma and four years of experience in an accounting role; or an equivalent combination of education and experience.
