    Primary Purpose of the Organizational Unit:

    The North Carolina Rated License Assessment Project (NCRLAP) is a collaborative project between the NC Division of Child Development and Early Education and the University of North Carolina at Greensboro. NCRLAP conducts voluntary assessments for childcare centers and family childcare homes within the NC Star Rated License System. In this way, NCRLAP plays a central role in the licensing process of childcare facilities.

    Position Summary:

    Assessors play a crucial role in evaluating the quality of child care centers and family child care homes for the North Carolina Star Rated License. Through the collection of assessment data, leadership in various activities, and a commitment to innovation and excellence, Assessors significantly impact the early childhood education systems and practices in North Carolina and beyond. Key responsibilities include completing assessments (70%), working on additional leadership assignments (20%), calendar management (5%), and other duties (5%).

    Minimum Qualifications:

    BACHELOR'S DEGREE; OR EQUIVALENT COMBINATION OF TRAINING AND EXPERIENCE. ALL DEGREES MUST BE RECEIVED FROM APPROPRIATELY ACCREDITED INSTITUTIONS.

    Preferred Qualifications:
    • At least 5 year's experience in related early childhood education field
    • Bachelor's degree in Early Childhood Education or related field
    • Bilingual candidates preferred (Spanish and English)

    Complete Assessments

    Essential Tasks:

    This includes requests for DCDEE, Outreach Assessments, practice observations for training, and research observations. Assessment assignments are subject to flexibility and may evolve over time based on NCRLAP needs.

    • Use the Environment Rating Scales to complete valid and reliable assessments. This requires maintaining an average reliability of 85% or more (over the past three checks) on the assigned ERS.
    • Complete the expected documentation on time and write detailed, accurate assessment reports.
    • Act as an ambassador and advocate for NCRLAP, fostering connections with ECE professionals, including childcare providers, in a manner that cultivates positive relationships and instills trust.
    • Assessors are required to travel to conduct assessments at childcare programs throughout North Carolina. Certain assessments may involve substantial travel, exceeding 120 miles round-trip, and in some instances, necessitate overnight stays.

    Additional Leadership Assignments

    Essential Tasks:

    Each assessor will have leadership responsibility for certain activities that support NCRLAP's mission and contract. The assignments are flexible and may change over time. The following are examples of potential assignments although other equivalent tasks may be necessary and assigned at any point:

    • Special Projects: Special projects include activities that NCRLAP staff undertake to innovate and introduce new technology, products, systems, and services (e.g., Making Connections, 3's Practice Project, research, resource development, activities related to Outreach Assessments).
    • Outreach activities: Participate and/or lead various outreach and training activities (e.g., presenting at trainings, leading webinars, developing content, traveling, attending conferences, work with RRs).
    • Proofreader and/or QC activities: Reviews assessment reports to identify errors ensuring that the text is accurate and adheres to NCRLAP guidelines. Assist in enhancing the overall quality and professionalism of the AR before they are completed.
    • Resource development: Participate and/or lead various resource development activities.
    • Leading for Equity: LFE is a platform to talk about current events, develop a common language and understanding of terms, recognize and valuing different perspectives, developing trust.
    • Assessment Report Development Team (workgroup): Serve on the ARDT in one of the leadership roles (e.g., team member, DEI process keeper, Scribe/Notetaker) to collaboratively manage NCRLAP's AR writing and training procedures, AR proofreading and training procedures, and the evaluation of these activities.
    • Spanish Language Interpretation and Translation: Provide interpretation services during assessments for Spanish-speaking clients and translate assessment materials and reports as needed. This includes accurately conveying information between Spanish and English, and ensuring effective communication and understanding between parties.
    • Designated Trainer: The designated trainer leads training observations and debriefing for assessors in training, providing guidance on correct interpretation and procedures, as well as, feedback to the trainee and supervisor.
    • Staff conference leadership: Participate and/or lead staff conference activities.
    • Mentorship: A mentor is an individual who acts as a support person for a less experienced mentee, providing professional knowledge from a more experienced perspective.

    Calendar Management

    Essential Tasks:
    • Timely management of events: Ensure that events on your calendar are managed in a timely fashion following NCRLAP guideliness. This includes ensuring that the events have the necessary information, correct start and end times, and are coordinated with other stakeholders (e.g., staff, provider, trainees, agencies) as necessary.
    • Prioritize availability: Coordinating your availability to ensure you can meet expectations. For example, assessors should manage their calendars so they can achieve weekly assessment expectations. Additionally, meetings should be added to your calendars to accommodate and prioritize assessment availability and capacity expectations.
    • Prioritizing activities: This entails organizing activities in a manner that aligns with project expectations. For example, conducting assessments is typically a higher priority than doing office work.
    • Managing travel and accommodation arrangements: Coordinating travel itineraries, accommodations, and transportation for yourself when conducting assessments or attending meetings and events. Notify assigned office personnel about information needed to make arrangements for your travel in a timely manner.
