    This recruitment process will consist of a panel interview. A test may also be administered in order to narrow down the candidate pool. Dates for these processes have not been established, but candidates will be notified once the schedules are determined.

    This is a full-time, benefited position represented by the AFSCME bargaining unit.

    The City may establish a non-ranked applicant pool for this classification that would be in effect for up to 12 months.


    SALARY:
    $5, $6,819.00 monthly, depending on experienceUnder the direction of the Accounting Manager, perform a variety of accounting duties, including but not limited to payroll, journal entries, accounts payable, contracts and cost accounting functions; assist in administering the CityWork Asset Management System for Public Works Operations; and perform other accounting duties not requiring the immediate attention of the manager.

    Work is characterized by a variety of difficult and complex administrative and technical accounting and recordkeeping duties in support of Public Works Operations.


    Duties include, but are not limited to:

    collecting and organizing information from multiple sections of Public Works Operations, facilitating proper recordkeeping in accordance with applicable rules and standards, responding to questions from employees when verifying documentation, data processing for CityWorks System, reconciling detailed reports, performing special projects as assigned, reviewing and verifying labor distributions and equipment cost distribution, allocating appropriate costs by preparing month end journal entries and processing accounts payable.

    Work is performed under general supervision.

    The manager defines objectives, priorities, deadlines and assists the incumbent with unusual situations which do not have clear objectives or precedents.

    The incumbent plans and carries out assignments and handle problems and deviations in accordance with instructions, policies, procedures, and/or accepted practices.

    Work is evaluated for technical soundness and conformity to practice and policy.


    ESSENTIAL DUTIES AND RESPONSIBILITIES :


    Collect and organize information from multiple sections of Public Works Operations, such as work orders and other documentation providing complex groupings of assets where specific activities have been performed; validate and cross-reference hours in WorkDay, work orders and other documents to prepare for processing; facilitate proper recordkeeping in all documents in accordance with applicable laws, rules, and standards; respond to questions from employees when verifying documentation.

    Serve as the department liaison for payroll for Operations; audit and verify accuracy of payroll data entry. Respond to questions regarding employee time entries, leave banks, benefits records and related information.
    Perform data processing for the CityWorks Asset Management which includes work orders.
    Research and recovery for damages to City property and infrastructure.

    Review and verify labor distributions and equipment cost distribution for Public Works Operations and allocate appropriate costs by preparing month end journal entries; prepare interfund billings and account receivable invoices.

    Prepare and maintain a variety of financial reports, data files and correspondence.

    Set priorities on high volumes of work, perform numerous task assignments simultaneously and coordinate with others to meet strict deadlines.

    Provide technical expertise and assistance, resolve problems, provide information and explain procedures to Public Works Operations staff.
    Process and monitor hydrant meter permits. Issue refunds and billings to internal and external customers. Track hydrant usage and hydrant inventory.
    Review and process all purchasing activities including, but not limited to, purchase orders, invoices, and P-card transactions.
    Assist in preparing financial data related to the Public Works Operations budget as needed.

    Perform special projects and research including, but not limited to, preparing financial records necessary for reimbursement from the Federal Emergency Management Agency (FEMA), as assigned.

    Actively support the vision, mission, values and goals of the department and the City.


    ADDITIONAL DUTIES :


    Determine account coding for all parts, allocate cost into the appropriate budget, research discrepancies and reconcile costs with the budget.

    Assist in Fleet purchases, surplus, disposal and/or selling of vehicles and equipment as necessary.

    Education:
    Graduation from high school, general education degree (GED), or equivalent, supplemented by two (2) years of college level courses in business, bookkeeping, accounting or related field; andExperience:

    Three (3) years of increasingly responsible accounting, bookkeeping or related experience involving the processing and maintenance of complex financial and statistical records and/or work in related computer software applications
