    The Department of Labor & Industries (L&I's) Financial Management Division is comprised of five units that all contribute to maintaining the financial integrity of the agency.

    Within L&I's Financial Services Program, our Fiscal Analysts support several specialized fiscal functions:
    Cashiering, Warrant Handling, Capital Asset Management, Accounts Payable, Electronic Benefit Payments, and Accounts Receivable.

    We are currently looking to fill a senior level Fiscal Analyst 5 position within our Workers' Comp Accounting unit to lead and support these functions.

    The Fiscal Analyst 5 will serve as the principal assistant to the Workers' Compensation Accounting Manager (WMS2) in the Financial Reporting Unit.

    The position's primary responsibility is to review financial accounting and reporting processes and implement necessary changes to ensure effectiveness.

    The individual in this position will prepare accurate Comprehensive Annual Financial Reports (CAFR) bases on Generally Accepted Accounting Principles (GAAP) as promulgated by the Governmental Accounting Standards Board (GASB), prepare annual and quarterly statutory financial information based on the National Association of Insurance Commissioners (NAIC) Statutory Accounting Principles (SAP), and reconcile general ledger accounts.


    Here's what we're looking for:


    Ability to understand and communicate technical processes in a clear, concise and simplified way to others in formal and informal situations.

    Attention to detail, analytical and reconciliation skills. Your ability to analyze and interpret financial reports, accurately prepare documents and identify and recommend needed corrections.
    Proficient computer skills using Microsoft Word, Excel, Access, Outlook, and the Internet.

    You must have the ability to create, modify, format and print documents and spreadsheets, work with formulas and functions, and develop fiscal queries and reports.

    Ability to prioritize and perform multiple tasks in the same time frame, handle interruptions appropriately, and return to incomplete tasks.

    Ability to prepare, review, audit, and accurately process complex financial transactions.
    Ability to draw sound, sensible conclusions and make informed decisions.
    Demonstrated ability to work effectively with both accounting and non-accounting personnel.

    Strong customer services skills with the ability to listen and connect with others to build and maintain internal and external customer satisfaction by sharing accurate and timely information.

    Ability to lead and train others and cross train in multiple financial task to support and back-up various positions in the unit when needed.


    Duties:

    Some of what you'll do:

    Prepare quarterly and annual financial statements based on Statutory Accounting Principles (SAP) adopted by NAIC, as directed by RCW Prepare cash flow statements, balance sheets, income statements, management discussion analysis, notes to the financial statement, and supplemental schedules for the Industrial Insurance Fund.

    Prepare Annual Comprehensive Financial Report and supporting schedules.
    Analyze complex financial and statistical data and accurately identify and prepare adjusting or closing entries and working papers.
    Prepare reconciliations and analyze general ledger entries and subsidiary ledgers.
    Grant Management. Responsible for the accurate accounting and timely reporting of the agency's federal funds to all state and federal stakeholders.
    Special projects and accounting expertise to perform program reviews of functional areas within the agency.

    Required:
    Seven (7) years of fiscal experience.
    ORBachelor's degree in accounting, auditing or budgeting


    AND
    three (3) years of fiscal experience.
    Equivalent combination of experience and education may be used to qualify for the seven (7) years of fiscal experience such as:Three (3) years of fiscal experience

    To help you maintain a proper work-life balance, teleworking is one of the work schedule options for this position. L&I also offers flexible custom work schedules. For this position, telework is permitted on occasion. The assigned duty station for this position is Tumwater, Washington.
