    Overview

    Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives; Code Enforcement, which works to improve the appearance of communities and maintain standards of living; Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte; CharMeck311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County; and Youth Programs, which works with youth and young adults in the community to provide resources and opportunities for growth and upward mobility.

    Major Duties and Responsibilities

  • Manage Request for Proposal (RFP) processes for implementation programs impacting the youth of the City of Charlotte and Mecklenburg County by: Coordinating development of the RFP. Posting public notifications. Organizing grantee applications and approval process. Organizing Budget & Finance communications.
  • Design, develop, and implement programming to support the initiatives that support the strategic direction for youth programs.
  • Develop and maintain internal and external relationships with key players related to programming for youth in both the public and private sectors.
  • Develop and execute grant awards, contracts, and payments.
  • Process invoices and provide basic accounting services and oversight to ensure payment requests are accurate and properly processed through the city's financial system (Munis) in a timely manner.
  • Organize and perform contract monitoring; provide onsite-monitoring support.
  • Provide administrative support for advisory boards related to youth programs on all aspects of the program, such as information requests, volunteer recruitment and training.
  • Track and report out on internal and external database information as needed to internal and external partners.
  • Prepare and submit reports to program funders including local philanthropic partners and government entities as needed or required.
  • Develop and maintain ongoing communication with all stakeholders through various platforms by coordinating, processing, and maintaining systems to support program delivery.
  • Perform other related duties as assigned to assist with other youth training and job placement work.
  • Attend evening and weekend meetings and events as needed.

  • Excellent customer service skills
  • Ability to effectively interact and communicate with people and organizations of diverse backgrounds and ages.
  • Proficiency in computer and software usage, including PowerPoint, Word, and Excel.
  • Ability to work independently and handle multiple tasks simultaneously in a fast-paced, results-oriented environment.
  • Ability to work effectively and cooperatively in a team environment.
  • Effective oral and written communication skills.
  • Well-developed public-speaking, presentation, and facilitation skills.
  • Preferred Qualification

  • Previous experience with violence intervention work.
  • Previous experience working in financial reporting systems, such as Munis, Workday, etc.
  • Fluency in Spanish or another language is preferred, but not required.
  • Experience working in a multicultural environment is preferred.
  • Minimum Qualifications

    High School Graduate or Equivalent and five years related work experience, OR Associate's Degree and three years related work experience, OR Bachelor's Degree and one level related work experience, OR Master's Degree.

    Conditions of Employment

    The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

    Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

    Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
