    WORKING WITH THE CIVILIAN OFFICE OF POLICE ACCOUNTABILITY (COPA)

    The mission of COPA is to:

    provide a just and efficient means to fairly and timely conduct investigations within our jurisdiction.
    determine whether allegations of police misconduct are well-founded.
    identify and address patterns of police misconduct; and
    make policy recommendations to improve the Chicago Police Department, thereby reducing incident of police misconduct.


    ROLE SUMMARY


    Under direction, manages all aspects of the Civilian Office of Police Accountability's computer systems including the design, development, installation, operation, and maintenance of its hardware, software, and communications networks, and performs related duties as required.

    Location: 1615 W. Chicago Ave, 4th floor, Chicago, IL 60622


    Days:
    Monday - Friday

    Hours: 9:00am to 5:00pm (on-call as needed)


    Salary:
    $118,128

    This position is exempt from the Career Service


    ESSENTIAL DUTIES
    Directs staff in analyzing the business practices and operations of a city department and developing computer systems to automate operations and improve information processing
    Directs staff responsible for office management functions to ensure departmental needs for information services and computer support are met
    Works with departmental managers to re-design organization operations and apply information technology solutions to identified business needs
    Oversees the planning, design, and maintenance of networks to support information Systems
    Directs staff in monitoring and maintaining the operations of local and wide area network (LAN/WAN) systems
    Oversees the development and modification of user and operating systems applications
    Oversees the installation of computer hardware and software including the provision of training and technical support to users
    Assures the quality, functionality, connectivity, and compatibility of the department's computer software and hardware equipment
    Manages supervisory personnel responsible for overseeing information technology support
    Coordinates with vendors, consultants and city personnel to facilitate the implementation of new information systems and the acquisition of new computer equipment
    Coordinates training in computer systems and applications for department users
    Works with systems consultants and oversees the work of contractors in the development, installation, and modification of computer systems
    Prepares the annual budget for the purchase and maintenance of hardware, software, and related supplies for the department
    Oversees the development, enhancement and installation of Web applications for the City Intranet and Internet, as required
    Reviews information technology (IT) specifications detailed in new requests for proposals and contracts, as required

    MINIMUM QUALIFICATIONS


    Graduation from an accredited college or university with a bachelor's degree in Computer Sciences, Information Technology/Systems or a directly related field, plus seven years of experience in data processing systems design, implementation and management of which five years are in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience.


    Accredited means any nationally or regionally accredited college, university, or law school where the applicant is enrolled in or has completed an Associates, Bachelors, Masters, or Juris Doctorate degree program.


    SELECTION REQUIREMENTS


    The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

    Preference will be given to candidates possessing the following:

    Previous experience in Database Administration of Oracle or Postgres or a similar relational database, SQL Programming, or scripting languages
    Previous experience in enterprise applications support
    Previous experience with Case Management Systems
    Project management (PMP) certification
    Previous experience supporting cloud environments
    Previous experience with Power BI, Tableau, or other data visualization/analytics tools

    RESIDENCY REQUIREMENT:


    All employees of the City must be actual residents of the City as outlined in of the City Chicago Municipal Code.
