We are seeking a dynamic and experienced Business Development (BD) and Proposal Solutions Architect to join our team. This individual will play a crucial role in driving the success of our DoD and Federal customer accounts. Please Note: This is not a traditional proposal manager or an IT architect role. Instead, this position demands a proactive engagement in Capture and Proposal development, leveraging expertise in technology and management to create impactful artifacts and lead proposal development efforts. The BD and Proposal Solutions Architect is responsible for leading and supporting the creation of compelling, compliant technical solutions for Requests for Information (RFIs) and Requests for Proposals (RFPs), OTAs, SIBRs, quick-turn, short-duration task, and contract responses. This role involves hands-on writing of technical responses and supporting the technical contract execution to ensure customer mission success.

Key Responsibilities:

• Architect and recommend innovative solutions that embody a clear technical vision for ensuring customer mission success.
• Partner with Accounts and customer stakeholders to identify opportunities, mature opportunity definitions, and capture solution objectives.
• Lead the development of concepts of operations, requirements definitions, analysis and engineering, system architecture, system analysis and design, interfaces, and data architectures.
• Support technical reviews and readiness assessments of solutions in both formal and informal settings.
• Perform detailed technical analysis to identify risks, requirements, and opportunities with solution implementations.
• Ensure integration of security and compliance throughout the solution development lifecycle.
• Coordinate with engineering leads and/or Subject Matter Experts (SMEs) to develop and deliver solutions during the proposal phase and contract execution.
• Understand and apply SHR's Shipley-based proposal development process and Business Development process effectively.
• Lead the creation of project schedules, Work Breakdown Structures, and Risk & Quality Management plans, ensuring coherence across technical, management, and pricing narratives.
• Coordinate the development of Basis of Estimates (BOEs)/Bills of Materials (BOMs) in partnership with the Pricing Lead, integrating technical and cost volumes effectively.
• Create compelling artifacts to present solution elements cohesively throughout the capture process, including architectural models, process diagrams, and staffing plans.
• Maintain and enhance proposal library content to include Frameworks, Solutions and Management Content.
• Lead the solution design process, ensuring alignment with customer requirements, architectural direction, and evaluation criteria.
• Actively participate in initiatives aimed at improving SHR's operational efficiency and effectiveness.

Required Qualifications:

• Bachelor's degree in computer science, Engineering, or Information Security (or equivalent) with 15+ years of related experience; Master's degree and 11+ years of experience, or an additional 4 years of experience in lieu of a Bachelor's degree.
• Proven history of leading, composing, and winning technical proposal efforts for government evaluation.
• Minimum ten (10) years of solutions development and implementation experience.
• Minimum five (5) years of experience in technical team leadership.
• Experience with DevSecOps solutioning.
• Advanced knowledge of software engineering principles and methodologies.
• Hands-on experience in solution development in capture and proposal environments.
• Must be able to communicate effectively and write compelling content for delivery to customers.
• Familiarity with Federal Government procurement processes and the DoD Cloud Computing Security Requirements Guide (SRG)

Desired Experience:

• Five (5) years of experience in cloud technologies and cybersecurity.
• Two (2) years of experience with Data Engineering, Big Data, Analytics, and AI/ML.
• Public Trust, Secret, or higher clearance preferred with the ability to obtain a DoD Top Secret clearance.
