    Through robust building compliance, current and long-term city planning and transportation planning, housing and community development, and collaborative administration and operations, PDS is committed to 'Building Boise Together.' Building Inspector I provides a full range of skilled building code inspection and review services for all types of residential and commercial construction projects.

    Responsible for verifying buildings in the process of construction meet current building codes, selected zoning requirements, specifications, plans, and permit requirements Works independently while making decisions that require technical discretion and sound judgment.

    Work is performed under general supervision. Essential Functions + Conducts inspections on building projects with City-issued building permits.

    Inspects buildings in the process of construction or renovation from beginning to end, to be in compliance with currently adopted building codes and city ordinances.

    Performs structural framing inspections of floors, walls, and roof systems. Inspects structures for energy code compliance with the International Energy Conservation Code and other recognized energy codes. Verifies structures under construction are in compliance with city-reviewed construction documents. Inspects complex engineered systems specific to the building and its use. Interprets building code provisions to verify code compliance. Inspects conditions of buildings before occupancy, and determines when a certificate of occupancy can be issued.

    Coordinates and verifies final approval of all other trades, all jurisdictional ordinances, and life safety provisions of the International Building Codes.

    + Reviews and processes all deferred plan submittals.

    Conducts minor residential field plan reviews of construction plans and documents for compliance with all adopted building codes and city ordinances.

    Documents inspections and field plan review modifications and any other code provisions that need to be corrected in department permit tracking software.

    + Serves as the primary point of contact in the field to facilitate, conduct, and manage project scope from permit issuance to completion.

    Conducts pre-construction meetings with the public and various city officials. Advises designers, contractors, and property owners on code requirements, and City procedures. Facilitates the resolution of plan, code, and building deficiencies. Collaborates with other city personnel to confirm final project approvals before issuing a certificate of occupancy. Resolves conflicts and communicates options for code compliance. + Conducts enforcement activities to ensure compliance with City Codes. Investigates existing residential construction regarding complaints per the uniform housing code. Researches, records, and writes reports pertaining to enforcement of building codes. Issues correction notices and stop-work orders.

    Under the direction of the Building Inspection Supervisor, assists in the issuance of citations and other legal notices and orders listing deficiencies in code compliance and providing deadlines for mitigation of code deficiencies.

    Requirements Required Knowledge, Experience, And Training High school diploma or equivalent plus prior two years experience inspecting residential or commercial projects for building and energy code compliance as a Building Inspector or experience in the construction trade with these types of projects, or an equivalent combination of education and/or experience.

    Knowledge of + The International Residential Code (IRC) + International Building Code (IBC) + and International Existing Building Code (IEBC) knowledge of local ordinance amendments and codes + construction materials and properties + construction trade and common practices + time management principles + advanced customer service principles + International Energy Conservation Code (IECC) and various energy code certification requirements and other green or environmental building practices + current word processing, database, email, and internet computer software applications.

    Ability to + communicate effectively with others, including people who are angry, hostile or confused + maintain composure and exercise sound judgment in adverse conditions + work independently with limited oversight from the supervisor and complete assignments in a timely fashion + Read and interpret building plans + develop innovative and equitable solutions to complicated code issues + Interpret and effectively explain residential and commercial building code requirements, relevant standards, and problems with architectural and structural plans to other city staff, owners, contractors, building tenants, and designers + display an attitude of cooperation and work harmoniously with all levels of City employees, the general public, and other organizations + Communicate effectively in the English language at a level necessary for efficient job performance + complete assignments in a timely fashion + understand and comply with all rules, policies, and regulations + maintain prompt and regular attendance + and perform all essential and marginal functions as assigned by an authorized employee, supervisor, and/or manager with or without a reasonable accommodation.

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

    Preferred Knowledge, Experience, And Training Three years prior experience in the construction trade or as a Building Inspector and hold Current International Code counsels (ICC) certifications as a residential and Commercial Building Inspector.

    Licensing And Other Requirements Valid driver's license. Have or obtain International Code Council (ICC) certification as a Residential Building Inspector within 6 months.
