    POSITION SUMMARY:

    HIAS is embarking upon providing virtual resettlement services to clients in the Virtual Reception and Placement (VR&P) Program funded by the Bureau of Population, Refugees, and Migration (PRM). This new program is intended to be an alternative, "lighter touch" pathway for higher-resourced, lower-risk cases than traditional on-site resettlement. In the virtual setting, caseworkers assist from afar, communicating through various channels, to assist as needed to position new arrivals for the same ultimate goal—successful integration in the community and early self-sufficiency.

    It is anticipated that new arrivals, with support from U.S. ties and virtual caseworkers, will receive core services, including public benefits, healthcare, social services, public education, and employment assistance, while having access to stable housing from the U.S ties.

    HIAS seeks a Monitoring Specialist to coordinate and implement monitoring activities for the VR&P program, in close collaboration with the Program Manager, Initial Resettlement and Assistant Director, Initial Resettlement. Monitoring in this virtual environment will rely on a new software system that will capture client interactions of all types—phone, text, email, and video chats—that will be recorded and documented in client records. The Monitoring Specialist will review these recorded conversations along with case notes and other documentation, to ensure appropriate services are provided, the file is in compliance and program goals are attained.

    The Monitoring Specialist will also conduct virtual interviews with clients and stakeholders to ensure quality services are provided. As this is a new program, the new hire will be involved in the development, implementation and assessment of monitoring tools currently being adapted for virtual case management use.

    Note, this is a temporary position that starts ASAP and ends December 31, 2024, with possible extension. The salary for this position is $70,000.00, and this position is contingent upon a pending funding agreement.

    This position can be based at our headquarters in Silver Spring, Maryland or our office in New York, New York, or it can be remote for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (Arizona, California, Colorado, Connecticut, Florida, Georgia, Iowa, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, Ohio, Oregon, Pennsylvania, Texas, Virginia, West Virginia, Wisconsin).

    ESSENTIAL FUNCTIONS:

    • Assists in the development of virtual resettlement monitoring tools.
    • Monitors client-related communications through an online communication software; reviews cases notes and required documentation to ensure compliance with VR&P.
    • Conducts virtual interviews with clients and stakeholders.
    • Prepares monitoring reports with follow-up recommendations in the required timeframe; reviews reports with appropriate staff.
    • Provides follow-up to ensure recommendations followed.
    • Participates in program assessment and evaluation.
    • Updates monitoring reports and tools as needed; works with Data Analyst as needed, to incorporate new guidance as received from PRM and other stakeholders.
    • Participates in VR&P program planning and review, as it relates to monitoring, within HIAS and with external program partners, as appropriate.
    • Assists with monthly and quarterly reports, as needed.
    • Performs other duties as assigned.

    QUALIFICATIONS & REQUIREMENTS:

    • Undergraduate degree preferred.
    • 3-5 years of relevant work experience.
    • Knowledge of U.S. Reception & Placement Program required.
    • Previous work experience at a national resettlement agency or resettlement affiliate required.
    • Knowledge of Microsoft 365 platform, including SharePoint and MS Teams, preferred; proficiency in Microsoft Excel, PowerPoint and Word is essential.
    • Well-organized and detail-oriented, with the ability to recognize key findings in affiliate files a must; ability to work under pressure and meet deadlines.
    • Excellent verbal and written communication skills, including producing comprehensive written reports after each monitoring visit.
    • Excellent interpersonal skills to maintain key relationships with program staff at HIAS affiliates and other national voluntary agencies.
    • Self-starter able to manage and carry out varied functions of multi-faceted program.
    • Travel, to include travel to insecure operating environments, may be required.
