Duties:


The primary purpose of one position is to serve as an analyst in the Strategic, Defensive, and Science and Technology Division (SDSD).

The SDSD division supports DoD leadership's decision-making by providing analytic insights on the Department's ability to achieve its priority objectives.

SDSD focuses on the nuclear enterprise, missile defense, homeland defense, as well as science & technology, innovation, and the defense industrial base.

This division explores a range of potential futures and key variables to ensure DoD's limited resources support feasible and affordable future concepts and plans.

Another position would lead and conduct Strategic program Review (SPR) analysis as a member of the Cross Program Analysis Division (CPAD).

SPR leads take in broad input across the DoD, and work with a team to develop specialized models and tools to enable examination of hundreds or thousands of potential futures as part of the review process.

This analysis is briefed to a variety of leadership forums held by the Secretary of Defense, Deputy Secretary of Defense, Combat Commanders, and more.

The third position is in the Economic and Manpower Analysis Division (EMAD).

The Division supports the Department of Defense (DoD) leadership's decision making by providing analytic insights on the Department's ability to achieve its priority objectives.

With current focus on the defense industrial base, Military Health System, civilian and military personnel, and defense-wide programs as directed.

EMAD explores a range of potential futures and key variables to ensure that DoD's limited resources support feasible and affordable future concepts and plans.

Depending on grade level and the division to which assigned, incumbent will perform one or more of the following:

  • Data Science/Analysis: Conduct analysis in a programming or statistical software suites such as R, Python, Excel, AI/ML techniques, MATLAB, ArcGIS, GAMS, etc. (specific requirements may vary)
  • Strategic Quantitative Analysis:
  • Lead a Program Review team to consider changes to Defense Components' Program Objective Memoranda to ensure compliance with DoD guidance or to better align programs with the defense strategy. Design and/or conduct studies, analyses and assessments within the various division portfolios(SDSD) missile defense (both regional and homeland defense), science & technology/innovation/defense industrial base, nuclear enterprise, or homeland defenseincluding the technological and acquisition risk associated with developing and fielding capabilities; (EMAD) the Military Health System, Science and Technology, and the defense supply Chain, cost of manpower for the department; (CPAD) effectiveness of programs such as munition survivability/lethality and ISR resolution/revisit rates
- to critical DoD missions.

  • Communication: Generate and present analytic findings to senior leaders and nontechnical audiences clearly and concisely.
  • Building Partnerships: Collaborate across the Joint Force, Services, OSD, and Combatant Commands to assess strategic implications of policy choices. Departmentwide capability trades (e.g., standin vs standoff capabilities), warfighting challenges (e.g., operating in denied environments) and/or force size/mix questions (e.g., how does the planned force align to future warfighting demands) to better align the force or program(s) with the National Defense Strategy.

  • May be required to successfully complete a probationary/trial period
  • Must be determined suitable for federal employment

  • The employee must be able to obtain and maintain a Top Secret/SCI security clearance
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime
  • Incumbent is required to submit a Financial Disclosure Statement, OGE450, Confidential Financial Disclosure Form upon entering the position and annually
  • Per National Defense Authorization Act (NDAA) of fiscal year (FY Section 1111 modifies 5 United States Code (U.S.C.) 3326; Veterans who are retiring within 180 days of the appointment effective date may require a 180 day waiver package.

S Defense Policies and Programs:
Knowledge of U.S. defense policies and programs, allied military capabilities, and/or projected threats to U.S. interests.

Ability to review DoD planning documents (National Defense Strategy, Defense Planning Guidance, etc.), evaluate Service investment strategies, and prepare comments and fact-based recommendations for changes or improvements.
