Duties:


Incumbents typical work assignments may include the following:

  • Analyzes and evaluates partner engagement and foreign intelligence relationships for intelligence sharing guidance and develop background information to make recommendations for the sharing of military intelligence.
  • Prepares principals for foreign disclosure issues, prepare foreign disclosure recommendations, background papers, point papers, readahead materials, and memorandum for the record.
  • Receives, analyzes, and responds to all actions and requests for foreign disclosure.
  • Direct, plan and analyze programs including the development of strategic plans.

  • This position requires a top secret/ SCI security clearance.
  • Required to participate in the direct deposit program
  • This position may require temporary duty (TDY) travel both CONUS and OCONUS.

Qualifications:


The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure.

It consists of the following elements:

mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies.

You may qualify at the GG-13 level, if you fulfill the following qualification requirement**:


One year of specialized experience equivalent to the GG-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1)Analyzes and evaluates partner engagement and foreign intelligence relationships for intelligence sharing guidance; 2)develop background information to make recommendations for the sharing of military intelligence; 3)Prepares principals for foreign disclosure issues, prepare recommendations, background papers, point papers, read-ahead materials, and memorandum for the record.

4)Receives, analyzes, and responds to all actions and requests for foreign disclosure.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
    Current or Former Political Appointees:Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or nonpolitical excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Noncareer SES employee in the executive branch, you MUST disclose that to the Human Resources Office.
Submit a copy of your applicable SF-50, along with a statement that provides the following information regarding your most recent political appointment:


  • Position title;
  • Type of appointment (Schedule A, Schedule C, Noncareer SES, or Presidential Appointee);
  • Agency; and,
  • Beginning and ending dates of appointment.

This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.

If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
