    About the Position

    The City of Santa Rosa is seeking qualified applicants for the position of Risk Management Analyst / Safety Officer to join the Risk Management Division of the Human Resources Department, with a focus on employee health and safety programs.

    Depending on area of assignment, Risk Management Analysts coordinate and oversee assigned programs and perform professional analytical support and consulting services to City departments for a diverse municipal organization of 1,300 employees.


    The vacant position is a Safety Officer, responsible for maintaining and updating the City-Wide Safety Program and various safety programs and initiatives.


    The Ideal Candidate will possess:
    Occupational health or safety program experience
    ADA, Title II and III experience
    Community service orientation with a helping personality
    A detail oriented aptitude, with the ability to handle multiple priorities and disciplines
    Exceptional interpersonal and problem solving skills
    Excellent verbal and written communication abilities

    Examples of Duties and Responsibilities

    Understand, interpret and apply city, state, and federal laws, rules and regulations pertaining to employee safety, workers compensation, leave and disability, ADA, public liability and insurance;
    Perform audits and analyses of departmental losses and trends;
    Work with contracted service providers and outside agencies to ensure effective and timely claims management;
    Prepare studies and implementation reports;
    Prepare agenda items for the City Council;
    Analyze data, prepare reports and make recommendations;
    Counsel employees, managers, supervisors, outside agencies and the public on risk management subject areas;
    Coordinate and participate in special projects or programs as assigned;
    Convene and facilitate interactive interviews;
    Participate in the development, implementation and evaluation of new or revised risk management policies or programs.
    The following duties may be performed when assigned as a Risk Management Analyst - Safety Officer:

    Participate in and serve as liaison for City-wide safety inspections;
    Coordinate the city-wide program for administration of Title II and Title III of the ADA and Section 504 of the Rehabilitation Act;
    Coordinate and oversee Safety and Drug and Alcohol Programs and Ergonomic Assessment Programs;
    Coordinate the City's pre-placement and fitness for duty medical programs;
    Advise departments and track status of necessary corrections of dangerous conditions as a result of safety inspections;
    Receive, distribute and maintain documentation on complaints and accommodation requests;
    Meet with public and departments to investigate, explore potential accommodations and make recommendations when necessary;
    Chair internal steering and community advisory committee;
    Maintain contact with disabled community and/or their representatives;
    Arrange meetings, set agendas, maintain minutes and documentation;
    Perform periodic audits of departmental projects, reports and compliance;
    Compile annual report to Council;
    Initiate updates of policies and plans when necessary;
    Provide appropriate training and information dissemination to employees and to public where appropriate.
    In addition to the duties listed above, Risk Management Analysts may perform the following duties.

    Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned.

    Contact all levels of City personnel, public agencies, insurance adjusters, attorneys and claimants to obtain and provide information necessary in order to resolve claims;
    Oversee, investigate, evaluate and make timely recommendations on disposition of a variety of incidents, accidents and claims against the City;
    Oversee third party consultants, and/or act as internal claims investigator and/or adjuster;
    Participate in negotiations and recommend settlement of liability claims with adjusters, attorneys and claimants;
    Work with City Attorney's office to assist in litigation preparation and investigation on complex cases;
    Represent the City in Small Claims Court.
    Perform related duties as assigned.

    Required Qualifications Knowledge of :

    Principles and practices of public risk management administration; current federal and state laws and regulations related to occupational health and safety, workers' compensation, disability management, liability, ADA, employee benefits and insurance; claims adjusting investigation and administrative management of claims from initial report to settlement or closure; principles and practices of organization, and management.


    Ability to :

    Communicate effectively orally to gather information, explain policies or procedures and to persuade others to accept or adopt recommendations; interact tactfully and effectively with others at all levels of the organization, as well as with individuals from outside City service, including the disabled community, medical providers, attorneys and consultants; research, understand, interpret and apply specific rules, laws, ordinances and policies; collect, compile, analyze and evaluate data soundly; prepare reports and recommendations clearly, concisely, logically and convincingly; comprehend and draw inferences from written material; establish and maintain effective working relationships with employees, managers, outside agencies and the public; make effective presentations to groups; work effectively and manage projects under deadline pressure; conduct investigations, determine methodologies, and obtain basic data necessary to evaluate solutions to complex problems and issues with multiple variables; operate a computer using standard word processing, spreadsheet and presentation software applications and to learn new software applications as needed.


    Experience and Education :

    Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.

    A typical way to obtain the knowledge and abilities would be:

    Experience

    • Sufficient years of professional general Risk Management experience to demonstrate the possession of the required knowledge and abilities listed above, preferably with a public agency and/or in a risk management program.
    Education

    – Academic course work in public administration, business administration, safety, industrial engineering, risk management and/or other related courses. A Bachelor's Degree from an accredited college or university in public administration, business administration or a related field is highly desirable.

    Additional requirements, such as successful completion of a physical exam, drug screen, etc., may apply, depending on the duties and responsibilities of the position.

    Working Conditions Incumbents in this position communicate orally and in writing with customers, clients, or the public in a face-to-face, one-to-one or group setting, and by telephone, giving instructions, providing information and responding to questions.

    When required to inspect and take photographs at accident scenes, incumbents may be required to get in and out of a vehicle and walk over rough, uneven or rocky surfaces.

    Incumbents may sit for extended periods of time with the ability to change positions, e.g., stand, stretch and move about, at will; and they operate a variety of standard office equipment requiring continuous or repetitive arm-hand movements.

    Incumbents learn new, job-related material through oral and written instruction in an on-the-job setting and through structured lecture and reading in a classroom setting.
