leading our Information Technology Services Division.
This position is available in either our Merced, Salinas or Scotts Valley office.
In order to be successful in the position, it requires a local presence.

Reporting to our Chief Executive Officer, Stephanie Sonnenshine, and serving as our Security Officer, you will direct a broad functional division through a the team of Directors who oversee and build our analytic capabilities, manage and configure our vended software products, develop and enhance applications, keep our work moving forward with the right hardware and software technology and ensure that our data transactions are HIPAA compliant, accurate and secure.

Provides executive management and leadership of the Alliance Information Technology Services Division, including the Application Services, Data Analytics Services, and Technology Services Departments
Provides executive leadership related to new business plans, policies, programs and projects to ensure high quality results
Participates in strategic planning and goal setting for the Alliance
Ensures the availability and optimized utilization of information technology

The CIO provides executive management and leadership to the Information Technology Services and has five direct reports: three Directors and one Information Security Analyst and one Administrative Specialist.

Application Services
consists of Application Development, Application Management and Electronic Data Interchange (EDI)
Data Analytics Services
is comprised of Health Analytics, Enterprise Data Warehouse (EDW) and Advanced Analytics
consists of the Service Desk, Database Administration (DBA), Systems Engineering, Technical Operations and Quality Assurance
Develop people for learning and performance
Promote accountability for results, for process, for improvement.

Master's degree in Management Information Systems or a related field
A minimum of twelve years of management experience in a health care organization which included experience working with Medi-Cal, Medicare and/or commercial insurance programs, health care information technology, and business analytics and reporting, and a minimum of five years leading one of the operational areas overseen by the Chief Information Officer (a Bachelor's degree and two years of additional experience may substitute for the Master's degree); Thorough knowledge of healthcare information technology, including systems supporting claims processing, clinical program management, health plan operations, data warehousing, reporting, provider/member portals, connectivity with providers and members, and/or telephony
Thorough knowledge of and proficiency in applying effective leadership and people management skills, including leading team building, facilitating efficient and effective meetings, problem solving, conflict resolution and negotiating with and influencing others
Ability to oversee and measure the performance of a broad range of functional areas, including application services, data analytics services, and technology services
Ability to review and assess overall division function, including the core work, goals and structure of each department, and oversee the directors' development and implementation of short- and long-term planning to achieve strategic objectives and completion of annual department strategic planning related activities
Ability to direct, manage, supervise, mentor, train, and evaluate the work of staff, and assist department directors in doing so

While this position is connected to one of our Alliance offices, we are in a fully telecommute work environment right now due to the COVID-19 pandemic.
