- Assist in the coordination of training and development of EOC staff based on National Incident Management System (NIMS) standards and requirements
- Work with internal stakeholders to identify and train staff to utilize the Incident Command System (ICS) to perform field emergency response operations
- Facilitate debriefs, write reports, and conduct gap analysis and process for improvement following all incidents/emergencies
- Support Denver Water's various emergency management program elements to ensure it meets local, state, and federal requirements
- Act as a liaison and/or lead through collaboration with local, state, and federal partners
- Provide emergency management support for complex and/or extended disasters or hazardous incidents, to include support with the activation of the Emergency Operations Center (EOC), Incident Command Post (ICP), and overall incident coordination
- Review/analyze Denver Water emergency plans, policies, and procedures, make recommendations, update and develop new plans as needed to address incidents and emergencies impacting Denver Water operations
- Coordinate with Denver Water Sections to ensure mitigation, prevention, protection, response and recovery plans and procedures are updated, exercised, and effective
- Provide on-call incident support for Emergency Management, Safety, and Security (EMSS) team
- Perform related work as required
- Responsible for ensuring Denver Water's various emergency documents meet local, state, and federal requirements, to include developing, reviewing, and providing final approval on policies, procedures, plans, and reports.
- Act as liaison for collaborative efforts with local, state, and federal partners during emergencies and non-emergencies.
- Authority to make decisions on behalf of the Emergency Management program prior to, during, and after an incident or emergency, to include, but not limited to, activation of emergency management plan, Emergency Operations Center (EOC), provide signature for Mutual Aid and/or Land Use Agreement.
- Authority to act as Emergency Management Manager.
- Serves as lead for Emergency Management, Safety, and Security (EMSS) on-call, to include taking lead on scheduling, procedure update, creation, and sign off, and serving as Emergency Management point-of-contact during off-hours.
- Serves as subject matter expert in all three specialties, Training and Exercise, Planning, and Operations. Provides oversight to ensure integration of efforts amongst specialties.
- Trains and mentors others on the roles of Training and Exercise, Planning, and Operations.
- Evaluates program areas to determine when professional services are appropriate. Develops scope and maintains compliance of contracts, Mutual Aid Agreements, and Intergovernmental Agreements to support functional areas.

Position Summary-Specialist
Under general supervision, the Emergency Management Specialist supports the Denver Water preparedness and resilience initiative. The overall goal of the Emergency Management Specialist is to assist in ensuring that the organization is prepared for, mitigates against, responds to, and recovers from natural, human-caused, and technological emergencies and/or disasters that may impact the water system. The specialist will be assigned one of three distinct areas. Operations, Planning, or Training Exercise.
Position Summary-Sr. Specialist
Under general supervision, the Emergency Management Senior Specialist performs advanced professional, administrative, and managerial duties in the sections of planning, training and exercise, and operations. A subject matter expert who represents Denver Water's emergency management program through high-level internal and external coordination.
Supervisory Responsibilities-Sr. Specialist
This position does not have formal supervisory responsibilities but provides work leadership over other
employees.
