    Job Summary

    The Injury and Violence Prevention Section (IVPS) in the Health Promotion and Chronic Disease (HPCD) division seeks a Management Analyst 2. This position will provide analysis and management of financial projects and legal agreements vital to the efficient operation of the Injury and Violence Prevention Section (IVPS). This position will facilitate budget spend-down reporting, invoicing, grants administration, provider and vendor contracting, and several financial reconciliation activities that assure compliance with MDH and federal grantor requirements. This position will have a key role assisting with fiscal and budgetary analysis, business development and business operations needed for decision-making and long-range planning for the Injury and Violence Prevention Section (IVPS).

    Responsibilities of the position include, but are not limited to:
    • Develop and process contractual agreements so the outgoing grant/contracting process is completed in a timely manner.
    • Ensure the effective development and management of contractual agreements supported by State budgetary resources, professional contracts, federal grants, and administrative agreements so that IVPS priorities are met and funded.
    • Assist IVPS leadership in the development and submission of incoming-grant applications.
    • Work with IVPS Leadership, the Operations Management Unit, and its supervisor to monitor, analyze and manage the IVPS budget in order to assure that sufficient resources are requested, and that appropriate policies, procedures, and priorities are observed in the management and allocation of resources.
    • Monitor an overall financial information management plan for assigned budgets to ensure that all program funds are appropriately and effectively allocated and expended in accordance with federal, state and program priorities i n collaboration with the program supervisor .
    • Oversee and ensure the fiscal management of program and grant budgets in partnership with IVPS leadership.
    • Support IVPS' Financial Reconciliations of its grant agreements.
    Candidates residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota may have the option to telework; however, telework schedules are based on the unit's operational needs and are at supervisory discretion.

    Qualifications

    Minimum Qualifications

    One of the following:
    • One year or more of experience in finance, budget analysis, or grant/contract administration or management.
    • Three years or more of advanced administrative support in one or more of the following areas: accounting, auditing, financial reconciliation, grant/contract management and/or budget responsibilities.
    Knowledge and skills that will be assessed during the interview process:
    • Skill and knowledge in budget management and processing invoices.
    • Skill and knowledge in legal agreement development, administration, and management.
    • Interpersonal skills to achieve effective working relationships within the agency and externally.
    • Problem-solving skills sufficient to achieve consensus or positive outcome.
    Preferred Qualifications
    • Knowledge of:
      • Minnesota State government and Minnesota Department of Health policies, procedures, processes, laws, and rules including financial procedures.
      • Applicable federal grants procedures and policies sufficient to assist in the development and renewal of Section and Unit funding grants and to develop and analyze budgets.
    • Completion of associate or bachelor's degree.
    • Experience:
      • Using SWIFT and EPM Data Warehouse (formerly OBIEE) applications.
      • Working with Accessibility or Records Information Management.
      • Developing and analyzing legislative proposals or responding to new appropriations and initiative budgets.
      • Using data to measure, analyze and improve systems.
      • Documenting processes to effectively summarize and convey information for process improvement.
    Additional Requirements
    • This position requires successful completion of a background check.
    • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
