Salary Range:
$64,146 - $81,786


The Safety Specialist is responsible for hazard management, safety training, safety data acquisition and analysis, facility inspections and emergency management.

This position develops curricula for safety training, conducts safety training, develops intervention strategies to resolve identified unsafe acts and conditions observed, produces reports, monitors and maintains hazard logs/registers, and serves as the official representative of the Safety Department for accidents, inspections, meetings, etc.

This position will support the Safety Department with the development and maintenance of all HRT Safety Plan(s) including but not limited to the Agency Safety Plan, Emergency Operations Plans, SMS Plan, Continuity of Operations Plan (COOP), Safety Training Plan, and any other departmental safety plans.


Essential Job Functions:

  • Independently conducts investigations, audits records, and makes recommendations for improving safety.
  • Performs independent audits and inspections of equipment, facilities and/or operations to detect unsafe conditions and practices and ensure compliance with Federal, State and local laws, regulations and codes.
  • Develops data matrices to track trending of unsafe system components. Maintains safety data as necessary.
  • Develops curricula for safety training and conducts safety training.
  • Assesses safety training materials and classes to reflect current operating procedures and recommend changes to Operations as necessary.
  • Develops intervention strategies to resolve identified hazards and conditions observed in the workplace. Develops action plans to identify and initiate corrective actions of safety hazards.
  • Assists in the development of policies/procedures in support of HRT's Safety Management System.
  • Performs followup audits/inspections to ensure that recommended corrective action has been taken to resolve identified deficiencies and produces final reports. Tracks open items identified in the inspection process.
  • Conducts regular facility inspections and reports findings.
  • Performs comprehensive investigations/evaluations of chemical products, hazardous material and toxic substances to determine their acceptability for use in HRT operations, support, construction and maintenance activities.
  • Participates in emergency response and responds to HRT emergencies. Serves as the official safety representative on the accident scene (Rail division).
  • Reviews changes in work methods and processes to ascertain effect on established safety practices.
  • Conducts trend analyses geared toward reducing accidents and injuries and recommends intervention strategies to enhance safety awareness and accident reduction.
  • Responsible for attending Safety committee meetings.
  • Prepares routine and special reports as needed.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for handling all related job responsibilities in accordance with HRT's Safety Management Plan, Environmental Policy, relevant Safety and Security Procedures, Emergency Management Plan(s) and all other HRT Policies.
  • Works actively with HRT Management team to develop, review and maintain a variety of Emergency and Disaster Plans.
  • Responsible for maintaining a general awareness of HRT's EMS.
  • Ensures HRT emergency plans, policies and procedures are in compliance with FEMA guidelines.
  • Participates in all state and federal audits of HRT Safety as required.
  • Prepares routine and special reports for the Safety Manager and Chief Safety Officer.
  • Tracks, measures, and analyzes, the development, performance, and improvement of policies and procedures.
  • Participates in project and system modification reviews.
  • Other duties as required.

Required Knowledge, Abilities and Skills essential to Job Functions:
Demonstrated knowledge of abilities to and/or hands-on experience in:

  • Knowledge of Department of Labor OSHA Standards, FTA 49 CFR part 674, Department of Transportation regulations, National Fire Protection Association (NFPA) hazardous materials codes and ANSI, ADA, SSPP, MIL Standard 882, and 29 CFR 1910.
  • Excellent oral and written communications skills. The person must have the ability to communicate effectively with personnel of various backgrounds and skill levels, vendors and others.
  • Selfmotivated and participative team member with strong interpersonal skills.
  • Proven ability to design, develop and deliver adult technical education programs.
