    Pima County Wastewater Reclamation (RWRD) is seeking talented individuals to assist the Field Engineering Division as a Public Works Blue Stake Utility Locator.

    Reviews engineering maps, utility drawings, construction plans, base maps, electrical schematics and other computerized, micro-fiche or printed reference material to determine precise locations of County owned, operated, or maintained underground utilities;

    Identifies and marks the physical location and path of underground utilities owned, operated, or maintained by the County within the time constraints provided by state, federal, or other regulatory agencies;

    Reviews contractor or private citizen-provided excavation or construction plans and identify potential conflicts with existing County owned, operated, or maintained underground utilities;

    Attends and participates in pre-construction meetings and conferences with contractors and private citizens to determine requirements and need for County utility locator services;

    Observes all County, state and federal safety regulations and requirements while working on public or private roadways;

    Observes progress of excavation and construction work within assigned locality to identify potential conflicts with County owned, operated, or maintained underground utilities;

    Coordinates utility location and or marking with other utility service providers;

    Communicates policies, procedures and regulatory requirements to contractors and the public regarding utility locator services;

    Completes appropriate logs, records, work-orders, and tickets to document utility locator services accomplished, as required by County or other regulatory agencies;

    Conducts internal investigations of damaged, County-owned, operated, or maintained underground utilities;

    Identifies sewer line or manhole discrepancies displayed in references to appropriate authorities for correction or repair as required;

    Performs operator-level servicing and maintenance of equipment and vehicles used to locate and mark underground utilities;

    Schedules maintenance, as required, on assigned equipment and vehicles;

    Enters and retrieves data from various automated information systems (AIS);


    May train or lead other Utility Locators in the procedures and techniques required to locate, identify, record and mark underground utilities.


    KNOWLEDGE & SKILLS:

    Knowledge of:
    * public works engineering design concepts and specifications;
    * state and federal regulations affecting utility identification and safety procedures;
    * basic surveying principles, methods, techniques and equipment;
    * equipment used in locating underground utilities;
    * standard construction procedures and techniques;
    * mathematical equations used to determine distances, changes in elevation, or slope;
    * other utility service providers in and around Pima County;
    * base and engineering maps, cartographic principles, engineering and construction plans, utility drawings;
    * capabilities and use of Graphical User Interface (GUI) based software applications.


    Skill in:
    * reading and interpreting engineering maps, utility drawings, construction plans, schematics, base maps and other reference material;
    * analyzing excavation plans to determine potential conflicts with underground utilities;
    * operating basic surveying and utility locator equipment;
    * working independently with minimal direct supervision;
    * communicating effectively with supervisors, co-workers, contractors, and the public;
    * operating a motor vehicle for extended periods of time in varied traffic conditions on differing on or off-road surfaces;
    * documenting activity;
    * preparing routine, recurring and special technical and activity reports;
    * performing operator-level service and maintenance on assigned vehicles and equipment.

    (1) One year of work experience reading and interpreting engineering maps, utility drawings, construction plans, or schematics.


    OR:
    (2) Six months of experience in locating and marking underground utilities.


    OR:
    (3) 18 semester hours of college-level course work from an accredited college, technical trade school, or university in engineering, surveying, drafting, blueprint reading, construction, or cartography.

    Preferred Qualifications:

    • Minimum one (1) year of experience in locating and marking underground utilities.
    • Minimum six (6) months of experience using the Arizona 811 One-Call system or any One-Call system.
    • Minimum one (1) year of experience using basic computer skills.
    • Minimum six (6) months working around and in construction areas.
    • Minimum one (1) year of experience working with standard construction procedures and techniques.

    Selection Procedure:


    Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications.

    All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

    Licenses and Certificates:
    Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment.

    The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures.

    Failure to obtain and maintain the required licenses and certifications shall be grounds for termination.

    Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.

    Some positions require a valid Arizona Class D driver license at time of application or prior to completion of an initial or promotional probation period.

    Failure to obtain/maintain the required certification/licensures shall be grounds for termination.
